The Senior Advisor, Regulatory Capital Governance and Review is responsible for enterprise-wide oversight of OSFI's Capital Adequacy Requirements (CAR), Implementation Notes, and Total Loss Absorbing Capacity (TLAC) guidelines. The role maintains the end-to-end governance framework for interpreting CAR and related regulatory capital requirements-including those in foreign jurisdictions-by ensuring robust procedures, methodologies, and controls that support accuracy, transparency, and consistency across the organization. The position also oversees interpretation of emerging regulatory expectations for risks related to digital assets and crypto related activities, ensuring capital governance evolves in line with developing regulatory capital expectations.

Key Responsibilities

Regulatory Capital Governance
  • Lead the governance framework for interpreting CAR, TLAC, and related regulatory requirements.
  • Establish clear ownership and accountability for regulatory capital interpretation across first and second line functions.
  • Support ongoing enhancements to capital governance processes, methodologies, and compliance programs.
  • Evaluate the impact of new or evolving regulations and implement necessary program adjustments.


Expert Advisory and Stakeholder Support
  • Serve as a subject matter expert on regulatory capital, including Credit Risk, FRTB, CVA, Counterparty Credit Risk, and Securitization.
  • Provide guidance to business partners and senior leaders on regulatory developments and emerging capital implications.
  • Offer strategic input to support decision making and risk informed business planning.
  • Represent the function with internal and external stakeholders on matters related to capital governance and regulatory expectations.


Risk Assessment and Analytics
  • Identify regulatory and risk related issues, including new or evolving risk exposures, and recommend appropriate actions.
  • Analyze data and produce insights that support governance effectiveness, risk identification, and decision making.
  • Maintain tools, templates, and reporting standards that support consistent execution of capital and risk programs (e.g., Risk Control Self Assessment (RCSA), Sarbanes-Oxley (SOX), business continuity planning standards and policies, etc.).


Governance Operations and Reporting
  • Lead governance meetings, maintain mandates and approval evidence, and ensure effective oversight and approval processes.
  • Provide comprehensive and timely reporting on capital interpretation governance, program status, and emerging issues.


Leadership and Collaboration
  • Build strong cross functional relationships to strengthen alignment and execution of capital governance responsibilities.
  • Foster a culture aligned with organizational values, collaboration, diversity, and inclusion.
  • Champion change initiatives, ensuring readiness, effective execution, and sustained adoption.
  • Perform additional responsibilities as required.


Qualifications
  • 7+ years of financial industry experience in risk management and a post secondary degree in a quantitative field such as finance, economics, statistics, engineering, or mathematics.
  • Expert understanding of regulatory capital frameworks and OSFI or Basel capital standards.
  • Strong knowledge of accounting, balance sheet concepts, and risk management practices.
  • Advanced analytical, communication, influence, and problem-solving capabilities.
  • Proven ability to manage multiple priorities, operate effectively in ambiguity, and collaborate across groups.


Salary:

$94,600.00 - $176,000.00
