Senior Administrator for Maternal and Child Health serves as the County's executive leader for maternal and child health, providing strategic direction and oversight for one of Montgomery County's largest and most visible public health service areas. This position leads the development, integration, and continuous improvement of maternal and child health programs to improve maternal and infant health outcomes, reduce health disparities, strengthen organizational performance, and ensure equitable access to high-quality services. The Senior Administrator partners with County leadership, healthcare providers, community organizations, and state and federal agencies to advance innovative public health strategies, shape policy, secure resources, and build a coordinated maternal and child health system that meets the evolving needs of Montgomery County's diverse communities. The core duties of this position include:
- Provides executive leadership for Montgomery County's Maternal and Child Health (MCH) system by developing strategic priorities, directing operations, and advancing innovative, equitable, and evidence-based programs that improve maternal and infant health outcomes.
- Leads the strategic planning, integration, and continuous improvement of County-operated and County-funded maternal and child health programs to ensure coordinated, high-quality, and client-centered service delivery.
- Directs organizational transformation initiatives, including implementation of integrated care models, new technologies, workflow redesign, and evidence-based practices that strengthen system performance and health outcomes.
- Oversees the development and implementation of quality improvement, performance management, and data analytics strategies to evaluate program effectiveness, reduce health disparities, and guide strategic decision-making.
- Provides executive oversight of personnel, financial resources, grants, contracts, and operational priorities to ensure effective stewardship of public resources and achievement of organizational goals.
- Builds and maintains strategic partnerships with government agencies, healthcare systems, academic institutions, community organizations, and funding partners to advance maternal and child health policy, secure resources, and improve community health outcomes.
- Represents Montgomery County on local, state, and national maternal and child health initiatives by providing expert consultation, presenting program outcomes, participating on advisory committees, and testifying before elected officials and other governing bodies.
- Develops and sustains a high-performing organizational culture by promoting collaboration, accountability, innovation, workforce development, and continuous improvement across the Maternal and Child Health system.
- Performs other job-related duties as assigned.

Minimum QualificationsExperience: Seven years of progressively responsible professional leadership experience in public health, maternal and child health, healthcare administration, or a closely related field, including at least three (3) years of experience supervising managers or leading multidisciplinary teams.
Note: The term "executive" is further defined as a high echelon or high-level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).
Education: Graduation from an accredited college or university with a Bachelor's Degree.

License: Possession of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence when required for job-related duties.
Preferred experience: Candidates who have three (3) or more years of experience

Preferred Criteria, Interview PreferencesPreferred Criteria: The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevance of training, and experience in the following areas:
- Experience leading large-scale organizational change or system transformation (e.g., program integration, organizational restructuring, EHR implementation, quality improvement initiatives, or implementation of new service delivery models).
- Experience managing multiple funding sources, including federal, state, or local grants, and developing or overseeing multi-million-dollar operating budgets.
- Experience using data, quality improvement methodologies, or performance management systems to improve organizational performance, health outcomes, or operational efficiency.
- Experience representing an organization before executive leadership, governing bodies, elected officials, community stakeholders, or state/federal agencies.

- Maternal & Child Health / Public Health Expertise Demonstrated knowledge of maternal and child health, population health, health equity, public health systems, evidence-based practice, and regulatory requirements.
- Organizational Leadership & Change Management Experience leading organizational change, improving culture, navigating complex personnel issues, building high-performing leadership teams, and managing competing priorities.
- Operational, Fiscal & Data Management Demonstrated success managing large budgets, grants, contracts, performance metrics, quality improvement initiatives, and using data to drive strategic and operational decisions.
- Executive Communication & Partnership Development Ability to communicate effectively with executive leadership, elected officials, healthcare partners, community organizations, and staff while building collaborative partnerships and influencing policy.
