***OPEN & PROMOTIONAL JOB OPPORTUNITY***Senior Administrative Analyst
The City of Concord is currently seeking to fill one Senior Administrative Analyst vacancy in the City Manager's Office. The Senior Administrative Analyst will perform generalist duties in support of functions which include community relations, economic development, and the Concord Naval Weapons Station.

What you will be doing:
  • Assisting the City Manager and Assistant City Manager with developing, preparing, and analyzing budget and staffing reports; supporting annual budget development and ongoing budget monitoring.
  • Creating, analyzing, and presenting a wide range of reports related to all aspects of City operations, including financial, staffing, operational, and programmatic data.
  • Participating in confidential discussions and maintaining strict confidentiality regarding sensitive organizational, personnel, and policy matters.
  • Supporting the City Manager's Office functions including community relations, economic development, Concord Naval Weapons Station, and other administrative and departmental responsibilities.
  • Working directly with the public by responding to inquiries, assisting with concerns, and addressing complaints with professionalism and high-level customer service.
  • Responding to questions and requests that come through the City Manager's Office on behalf of the City Council, including preparing supporting materials, conducting research, and providing follow-up information.
  • Assisting with preparation for study sessions, workshops, and strategic discussions; helping establish goals and priorities and providing analysis, tracking, and follow-up on those goals.
  • Overseeing and administering leases and licenses, including ensuring agreements are kept current, updated, created as needed, and that payments are collected and processed appropriately; collecting and managing associated insurance documents.
  • Preparing City Council meeting staff reports and may present items to the City Council and other boards or committees.
  • Answering phones, drafting correspondence, and managing email communications on behalf of the City Manager's Office.
  • Working on-site in the office; may be required to work evenings and weekends as needed to support meetings, events, or time-sensitive projects.

  • Possesses experience with contract and lease management.
  • Has experience preparing clear and comprehensive reports, including staff reports for the City Council and other governing bodies.

SELECTION PROCESS

Examples of duties include, but are not limited to

  1. Performs responsible administrative support to the assigned department, serving as a liaison on administrative matters between the department and other City departments, committees, and citizen groups.
  2. Conducts complex research projects, gathers and analyzes data, writes reports, and makes recommendations on a variety of departmental subjects.
  3. As assigned, reviews established procedures, systems and standards, and makes recommendations on problems of organization, staffing, and related management activities.
  4. Reviews memoranda, reports and similar material for the purpose of summarizing and making recommendations concerning them.
  5. May assist departmental head in determining priorities, methods, standards, and sequences of work necessary to achieve objectives.
  6. Analyzes and develops process, procedures, and forms in work simplification, computer application, and methods of improvement.
  7. Coordinates and assembles a variety of information and statistical data for inclusion in reports.
  8. Acts as staff to assigned committees by preparing meeting agendas, reports, monitoring programs, and presenting proposals and recommendations.
  9. Attends departmental staff meetings and provides staff assistance by conducting research and writing reports for meetings.
  10. Provides information to staff and the public related to assigned activities; prepares press releases and makes presentations at public meetings.
  11. Provides supervision and training to employees in the work unit.
  12. May assist in the preparation and administration of the budget.
  13. Answers correspondence and prepares financial and statistical information as assigned.

Qualifications
Knowledge and Abilities

Thorough knowledge or principles, methods, and trends of public and business administration, including organization, fiscal management, and research methodology. Ability to perform varied and responsible assignments involving the use of initiative and independent judgment under minimum supervision; to provide supervision and coordinate the work of other professionals; to effectively collect and analyze complex and sensitive information, and to draw valid conclusions; to understand, interpret and apply appropriate rules, regulations and procedures; to summarize facts and recommendations accurately; to prepare clear and concise written reports; to make effective public presentations; to understand and carry out oral and written instructions; and to establish and maintain cooperative relationships with those contracted in the course of work.

Education/Experience
Education: Possession of a Bachelor's degree in public or business administration or related field.
Experience: Four (4) to six (6) years of professional experience, at least three (3) of which are in a public agency.
