Qualifications

• Bachelor's degree in Business Management, Finance, Project Management, or related field and 18 years of experience (additional experience can substitute for a degree).
• 10 years of experience in supporting Department of Defense (DoD) or Intelligence Community (IC) projects with contracting responsibilities.
• Previous roles as a federal contracting officer, contract specialist, or contracting officer's representative (COR).
• Proficient in planning cost-reimbursement type contracts and managing sole source services contracts.
• Familiarity with classified contracts and the specific regulations governing them.
• Demonstrated ability in leading market research techniques and conducting cost estimations and assessments.
• U.S. Citizenship is required along with an active TS/SCI security clearance, including the ability to pass a counter-intelligence (CI) scope polygraph post-hire.

Responsibilities

• Advise Program/Project Managers on acquisition strategies, contracting, budgeting, and execution.
• Support the development of procurement requests and justifications, including statements of work and request for proposals.
• Train and mentor government contract officers through workshops and in-house training.
• Assist contracting officer representatives with oversight duties including contract compliance and financial reviews.
• Support cost estimations and assessments throughout the project life cycle.
• Lead market research initiatives to inform strategic acquisition decisions.
• Coordinate program elements, monitor staffing, and guide government customers on funding commitments and expenditures.
