Full Job Description
Job Description: We are seeking a skilled and detail-oriented Senior Acquisition Analyst to support our GTEAD effort in Honolulu, HI. The ideal candidate will manage and oversee the full lifecycle of Other Transaction Authority (OTA) agreement development, coordination, and management. You will be responsible for developing comprehensive requirements packages and ensuring all acquisition activities comply with relevant DoD and Army policies for OTAs. The Senior Acquisition Analyst will work closely with Agreements Officers, program managers, and technical teams to ensure efficient, compliant, and timely agreement processes, from initial planning through closeout.

Full-Time/Part-Time: Full-Time Onsite

Clearance Required: Active Secret (TS/SCI strongly preferred)

Worksite Details: Onsite (MUST BE ONSITE, NO OPTION FOR REMOTE SUPPORT)
Duties will include:
  • Develop complete requirements packages, including Statements of Work (SOWs), Performance Work Statements (PWS), acquisition strategies, Independent Government Cost Estimates (IGCEs), and market research reports.
  • Ensure acquisition packages comply with the policies and guidance governing Other Transaction Authority (OTA).
  • Assist in the development of data requirements, including Contract Data Requirement Lists (CDRLs).
  • Manage agreement modification packages.
  • Coordinate with technical Points of Contact (POCs) on delivery requirements, quality assurance, and special provisions.
  • Provide input for DD-254 Contract Security Classification Specifications.
  • Coordinate approvals with internal and external stakeholders.
  • Prepare, organize, and maintain agreement records and files, documenting performance and compliance.
  • Develop and track input for performance assessment reports.
  • Review performer progress, data deliverables, and reports to ensure alignment with the terms and conditions of the agreement.
  • Provide guidance to project teams and stakeholders regarding OTA processes, procedures, and best practices.
  • Assist in the reconciliation of funding before and after the agreement award.
  • Support agreement closeout procedures, ensuring all obligations have been fulfilled.

Position Requirements:
  • Must possess an active Secret Security Clearance.
  • Bachelor's degree in Business, Finance, or a related field.
  • A minimum of 8-10 years of relevant experience in federal acquisition, with a strong preference for experience supporting the U.S. Army.
  • Demonstrated experience with Other Transaction Authority (OTA) agreements.
  • In-depth knowledge of the statutes, regulations, and policies governing OTAs.
  • Strong analytical and problem-solving skills with a keen eye for detail.
  • Excellent written and verbal communication skills.
  • Proficiency in the Microsoft Office Suite (Word, Excel, PowerPoint).
  • Ability to work independently and as part of a collaborative team.
Preferred Experience:
  • Familiarity with government procurement and financial systems, such as the System for Award Management (SAM) and General Fund Enterprise Business System (GFEBS).
  • DAWIA certification (or equivalent) in contracting or a related field.
  • Prior experience working in an OCONUS (Outside Continental United States) environment, particularly in Germany.
