Summary

About the Position: This position is located with the HQDA Deputy Chief of Staff (DCS), G-3. Duty Station: Arlington, VA.

Duties

Help

  • Serve as the Industrial Security Specialists managing the National Industrial Security Program (NISP).
  • Review contract specs (PWS/SOW) and develop DD-254s to ensure contractors safeguard classified data. Verify facility clearances and contractor eligibility.
  • Manage the INFOSEC program for collateral, SCI, NATO, and CUI.
  • Develop policies, execute the courier program, conduct security training, and perform preliminary inquiries on security infractions and compromises.
  • Administer the Foreign Disclosure Program overseeing visits and information requests by foreign representatives.
  • Coordinate embassy requests and develop terms for Military Personnel Exchange and Foreign Liaison Officers.
  • Administer technical security requirements, including Technical Surveillance Countermeasures (TSCM) and TEMPEST.
  • Provide technical advice to leadership on safeguarding sensitive and classified information and spaces.

  • This position requires the employee obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • Incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access.
  • This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
  • May be required to travel up to 25% of the time.

1) Foundational qualification requirements within 9 months,

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes administering oversight of security documents such as the DD Form 254 (Contract Security Classification Specification) packages and associated Performance Work Statements (PWS) or Statements of Work (SOWs); investigating security infractions and classified security incidents to perform root-cause analysis and mitigation; evaluating comprehensive security reviews such as facility vulnerability assessments and corrective action oversight; and evaluating foreign disclosure program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
