Full Job Description
The primary purpose of this position is to provide technical expertise in integrating all security disciplines into program security efforts to mitigate risks of compromise, unauthorized disclosure or damage to weapon systems, program/system information, and its components.

Duties

  1. Plans, organizes, and manages the security activities of assigned programs at contractor and government locations ensuring that all elements of protection complies with legal and regulatory requirements and meets customer needs throughout the program.
  2. Administers the physical, information, industrial, personnel, and operations security programs as applied to assigned activities/systems.
  3. Administers Program Protection Planning efforts. Identifies and validates mission security needs through evaluation or development of security elements of applicable program.
  4. Represents organization with DoD, USAF, HQ AFMC and various Center organizations as well as government customers and contracted organizations.

  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required. Subject to Temporary Duty Assignment (TDY) by military or commercial aircraft approximately 60 days per year.

  • Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position.
  • Certification continued: in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development.
  • This position is designated national security position.


Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in planning, organizing, and managing physical, information, industrial, personnel, and operations security programs and Program Protection Planning for contractor and government activities in accordance with regulatory requirements. Experience also includes evaluating system security, technology controls, and Foreign Military Sales across USAF acquisition programs, applying Defense Industrial Base and government contracting practices, and liaising with DoD, USAF, HQ AFMC, and partner organizations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Expert in program protection, system security, technology assessment and control, foreign military sales, information, industrial, personnel, and operations security concepts, principles, and practices to plan and implement security programs in these areas.
  • Expert ability in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the Center Commander.
  • Ability to communicate orally and in writing, clearly, concisely, and accurately.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Knowledge of government contractual practices and requirements for development and purchase of USAF acquisition programs and/or supporting programs/projects. Must be familiar with Defense Industrial Base security organization, operations, and management practices.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
