The primary purpose of this position is to serve as a senior security specialist for the Numbered Air Force (NAF) Special Security Office (SSO) and Information Protection (IP) Division, responsible for personnel, industrial, physical and information security programs. Responsible for security related duties on behalf the Sixteenth Air Force (Air Forces Cyber) and Service Cryptologic Component Commander.

1. Plans, organizes, directs and conducts and oversees the most complex access requirements for cryptologic and cyber functions. Ensures Airmen have the appropriate sensitive compartmented information (SCI) eligibility to work at NSA cryptologic centers. Serves as the primary security liaison to AF organizations to ensure all Airmen assigned into intelligence Air Force Specialty Codes (AFSC) have their security investigations initiated at Military Entrance Processing Stations (MEPS) and are prescreened to ensure they have no disqualifying background information that will preclude them from obtaining SCI eligibility.

2. Oversees the Personnel Security program to ensure secure accomplishment of the enterprise's missions, goals and objectives through proactive application of security principles, policies, and practices. Serve as a subject matter expert responsible for overseeing personnel and other experts on compartmented programs (those highly classified and extremely sensitive programs that require close and accountable control of access to program material as well as personnel who have access to the material).

3. Provides enterprise and subordinate organizations worldwide with authoritative guidance on aspects concerning Physical and Information Security programs for the protection of classified national security information, both Sensitive Compartmented Information (SCI) and collateral information. Manages the Physical Security requirements for 15 Sensitive Compartmented Information Facilities (SCIFs).

4. Manages the Industrial Security program. Provides effective guidance, training, and direction to subordinate organizations on Industrial Security program matters. Provides enterprise oversight to subordinate organizations on the visitor agreement process to ensure effective program management. Ensures initial facility security clearance surveys of contractor facilities are conducted to determine contractor ability to work with and store classified and sensitive information, including information generated or stored in Automated Information Systems (AIS).

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: mastery of skills in applying a comprehensive range of advanced concepts, principles and practices in security administration and intelligence; considered a subject matter expert in security practices with skill in applying advanced knowledge to difficult and complex work assignments, and to guide the work of other security specialists; comprehensive, intensive, practical knowledge of Enterprise Risk Management and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of a comprehensive range of advanced concepts, principles, criteria, requirements, technology, and practices involved in security.

2. Advanced knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies.

3. Skill to interpret a variety security program laws, directives, regulations, and guidance to assist subordinate organizations in establishing and operating internal security programs.

4. Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations.

5. Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences.

6. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

CONDITIONS OF EMPLOYMENT CONTINUED:

1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

3. Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Program Integration Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
