Job Summary To safeguard people, property, and assets by preventing, detecting, and responding to potential threats. To develop and implement strategies to minimize risks, ensure safety, and maintain compliance with regulations.
Essential Functions Serves as primary staff contact for the security of Facilities Management and the prevention, protection, mitigation, response, and recovery planning activities to meet federal, state, and local requirements for County buildings, grounds, and related infrastructure, including hazardous materials.
Directs the planning, development, and implementation of security plans and programs such as Emergency Response and Crisis Management, Physical Security, Information Protection, Incident Management, and/or investigations for County facilities and operations.
Manages diverse security awareness, education, and training programs aimed at minimizing Facilities Management losses and increasing employee sensitivity to safety and security issues across all managed properties.
Researches, evaluates, recommends, and implements mitigation strategies, tools, techniques, systems, and procedures for the prevention, detection, containment, and correction of security breaches within County facilities.
Directs comprehensive security assessments of vulnerabilities for Facilities Management; this includes the development and management of strategic threat assessments and mitigation plans to protect County buildings, campuses, leased properties, and other departmental facilities from natural and man-made disasters, including acts of terrorism.
Responsible for performing monthly risk analyses regarding crime, terrorism, workplace violence, threats from man-made disasters, and other hazards; develops and implements effective countermeasures based on the latest risk management tools and technology.
Provides oversight for security-related projects; plans, directs, conducts, and critiques disaster training exercises to test all elements of Facilities Management's emergency and security plans; makes recommendations for improvement; conducts, coordinates, and evaluates simulated field and office practice drills and exercises.
Coordinates vital emergency services and disaster response during and after natural or man-made disasters impacting County facilities.
Assists in managing the security program budget.
Oversees performance and contractual execution of agreements with outside contractors and/or vendors.
Maintains knowledge of complex industry trends, current security issues, and technology.
Advises stakeholders regarding security solutions to purchase, develop, deploy, and use to protect Facilities Management systems and infrastructure.
Understands technical issues related to security vulnerability analysis and preparedness for a wide range of emergencies affecting Facilities Management operations.
Minimum Qualifications Bachelor's degree required.
Six (6) years of related experience.
Candidates without a degree should possess four (4) additional years of related experience.
Fingerprinting required.
Must possess and maintain a valid Florida Driver's License.
Supplemental information Salary offers above the minimum pay grade may be considered based on qualifications.
Essential Employees may be required to work during an undeclared or declared emergency. The County's Administrative Office will determine who will be required to work on an incident-by-incident basis.
