Full Job Description
Marathon TS is searching for an Industrial Security Subject Matter Expert (SME) to support to the Counterintelligence, Law Enforcement & Security (CL&S) Directorate within the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)) at the Pentagon.
Primary Responsibilities include:
    • Support the review, analysis, and development of the OUSD(I&S) recommendations and attendance at meetings related to the DoD decisions on the national security implications of proposed transactions submitted to the Committee on Foreign Investment in the United States (CFIUS), approximately 5 times per week.
    • Participate in the development, review, and coordination of all policy issuances for industrial security and review pertinent policy documents from others for industrial security equities, approximately 5 times per week.
    • Provide support for review of industrial security letters about national level industrial security related issues affecting DoD, non-DoD, and the defense industrial base, approximately 5 times per year.
    • Participate in sessions unique to the cleared defense industrial base such as the National Industrial Security Program Policy Advisory Committee (NISPPAC) and other quarterly working group meetings.

Minimum Basic Requirements for Skills, Experience, Education, and Credentials include:
    • Security clearance: Active Top Secret/Sensitive Compartmented Information (SCI) clearance eligibility.
    • Education: Bachelor's degree from an accredited university.
    • Ten (10) years of experience working with DoD and national level industrial security policies and procedures.
    • Five (5) years of experience handling national level industrial security related issues affecting DoD, non-DoD, and the defense industrial base and demonstrated experience in providing recommendations to resolve the issues based on policy.
    • Three (3) years of experience developing policy, to include drafting, formatting, tracking, staffing, reviewing and reconciling inputs to DOD Directive(s), Instruction(s), Manual(s) and other publications; and reviewing other policy documents for industrial security equities.
    • Three (3) years of experience in providing support for key working groups such as the National Industrial Security Policy Program Advisory Committee and Defense Industrial Base Cyber Security Program.
    • Three (3) years of experience in completing a wide spectrum of staff actions within established deadlines in response to Directorate, Office of the Secretary of Defense (OSD), Joint Staff and/or Component leadership actions and requests about all facets of the Industrial Security Program.
    • Three (3) years of experience in developing, updating, and coordinating policy and developing action memos, congressional responses, briefings, background research, oversight visits, and participating in inter and intra agency meetings.
    • Ten (10) years of policy or operational experience and experience as a staff action officer within the DoD, OSD, and/or a Military Component.
    • Security Fundamentals Professional Certification from the Defense Counterintelligence and Security Agency.
