DescriptionNorthrop Grumman Defense Systems is seeking a
Sector Sr. Manager of Property Integration (M3) to lead the capital, customer, and US Government property functions for our Defense Systems Sector. This role reports to the Sector Director of Property / Asset Management, and will reside at our Linthicum, MD, McLean, VA, Northridge, CA, Roy, UT, Elkton, MD, Plymouth, MN, Mesa, Arizona, Huntsville, AL, or Rocket Center, WV, Warner Robbins, GA, Oklahoma City, OK; and Orlando, FL.
This position requires the ability to work on site with a hybrid telework 9/80 schedule. The Sector Sr. Manager of Property Integration (M3) leader will provide strategic leadership and management for all government property efforts across the entire Sector. This position requires interaction with customers, auditors, senior management, and other internal stakeholders. The successful candidate must demonstrate the ability to lead an engaging team, develop highly effective customer relations (both internal and external stakeholders), collaborate across functional areas, and possess excellent problem solving, communication and organizational skills in a fast-paced environment with competing priorities and deadlines
Key Highlights of What You’ll Get to Do:
- Position directly reports to the Sector Director of Property / Asset Management
- Will lead a geographically dispersed matrixed team of property professionals in the management and administration of government/customer and company property across the entire Sector
- Serve as the primary integrator between sector leadership and business-unit execution, translating strategic priorities and policies into consistent, measurable actions across business units.
- Consolidate operational risks, resource needs, and performance results to help provide the sector director with clear visibility and enable timely, informed decisions.
- Establish a single point of accountability for regulatory compliance, business system performance, audit readiness, and cross-business-unit execution, reducing the likelihood of adverse actions by customers and operational disruption while improving consistency, efficiency, and executive visibility across the sector.
- Set/implement the strategic direction for the company, customer, Government Property organization
- Establish/implement the property procedures to ensure property management in compliance with NG and government/customer requirements
- Drive common practices / harmonize and train to fundamental process requirements.
- Identify process gaps and move to correct them consistently across sector.
- Reduce currently fragmented processes – this will be critically important as Weapons Systems is converted from Cost Point to SAP S/4.
- Oversee the Property Management organization’s PCABs and the quarterly report-out.
- Maintain compliant Government Property operations in accordance with company and sector policies and procedures, legal, regulatory, and contractual requirements
- Serve as primary interface to customers, auditors, senior management and other internal stakeholders for all matters related to government/customer property
- Identify and implement the necessary tools needed to track and report on government/customer property
- Develop and generate key property reporting information and metrics
- Ensure compliance to FAR/DFARS and associated Federal Contracting regulations
- Ensure NG property systems are compliant with FAR/DFARS and associated Federal Contracting requirements
- Develop and implement processes for self-assessments, physical inventories, subcontractor controls
- Continuously review and improve the processes, procedures and systems necessary for effective and efficient management of Government, customer, and company property
- Execute with speed and agility, property initiatives in support of the business financial objectives
Basic Qualifications:
- Bachelor’s degree with at least 8 plus years of experience in property management matters related to Government Property, to include an in-depth understanding of Government property management policies, regulations and compliance requirements, or Master's degree with at least 6 plus years of experience in property management matters related to Government Property, to include an in-depth understanding of Government property management policies, regulations and compliance requirements.
- Knowledge of the SOX reporting requirements
- 5 years of Experience in leading and managing Government Property teams
- Experience supporting and/or performing compliance audits, include Property Management System Audits (PMSAs)
- Experience in developing and implementing Government property processes and procedures in accordance with FAR/DFARS requirements
- 50% travel time is required.
- Ability to obtain and maintain a US Secret security clearance.
Preferred Qualifications:
- Basic knowledge of Arms, Ammunition and Explosives (AA&E) Certification (CMMC), and ITAR
- Knowledge in Hazardous Material Management Certification
- National Property Management Association or equivalent certifications preferred
- Experience in operating across multiple property systems.
- Proven ability to make sound decisions in a timely manner, demonstrating strong interpersonal skills, possessing solid written and verbal communication skills, to ensure team performance aligns to program objectives and compliance in a regulated industry.
- Strong leadership experience with proven ability to train and motivate team members towards operational excellence
- Experience mentoring and developing junior contracts professionals
Primary Level Salary Range: $125,300.00 - $217,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
