Full Job Description
To further facilitate this growth, we are seeking a Transportation Infrastructure Engineering Leader to expand our Infrastructure presence in one of our key opportunity markets - the state of Tennessee.

The Sector Lead for Transportation Infrastructure Engineering can sit in any major city in Tennessee.

Our strategy entails both geographic and service sector growth. We already have a substantial presence in the Chattanooga area along with a sizable portfolio of completed construction management and real estate services projects with the Tennessee Department of Transportation (TDOT). With the right leader in place, we seek to further expand our service offerings with more focus on construction support services to entail all four TDOT regions, major cities and counties and select private clients and the full gamut of transportation planning, design and environmental services.

The Sector Leader leads business growth and operations in the region (up to $20M revenue). Sector Leaders provide leadership, direction and guidance to service leaders, project managers and staff within their area of responsibility. Sector Leaders are responsible for achieving business growth, quality, client satisfaction and profitability goals and objectives for their geographic sector.

Duties include managing and directing all operations, developing and tracking budgets, program/project oversight, staff management, employee development, client management, participating in company marketing, sales and strategic initiatives, financial reporting, project quality and safety.

Job responsibilities include but are not limited to:
  • Develop regional growth strategy
  • Oversees and coordinates client management, networking, and outreach activities.
  • Facilitates sales and marketing efforts in the sector, coordinates efforts with sales team and promotes cross-selling with other business units.
  • Attends and participates in strategic planning meetings and provides inputs to establish sector goals and budgets.
  • Facilitates communication between different business units, disseminates information and provides periodic updates to staff regarding corporate, regional and divisional requirements and procedures.
  • Conducts regular sector-level general, business development and other staff meetings.
  • Prepares periodic summaries of Key Performance Indicators (KPIs) including written reports; reviews staff-reports and monitors turn-around times for projects.
  • Provides sector inputs for annual budgets and participates in development of sector goals and KPIs.
  • Provides resource planning guidance to service Leaders regarding staff assignments and scheduling (office, field and laboratory) and actively manages overall workload within the sector, including past performance (i.e., utilization) and future needs (workload projections).
  • Continuously manages financial (including P&L) and project performance, including profitability, timelines, client satisfaction and quality.
  • Performs client billing reviews, and coordinates with regional cash managers.
  • Provides mentoring and staff development activities to assist staff in pursuing professional licensing and certifications.
  • Processes and approves, consistent with Atlas and division procedures, timesheets, expenses, training requests and conference attendance.
  • Ensures that sector under his/her supervision attains and maintains desired certifications and registrations and coordinates and assists in training and development.
  • Performs project management oversight (i.e., project reviews) and develops periodic (monthly) summaries per Atlas requirements.
  • Facilitates project initiation, mobilization and budgeting along with active monthly management of pursuits and projects in the appropriate business management platform (BST or Deltek Vantagepoint), per Atlas requirements.
  • Serves as project manager on select projects (including direct personal involvement in project work, proposals, presentations and estimating) and provides project management oversight to others.
  • Oversees daily activities, solving problems as needed, and monitoring quality control activities of the sector.
  • Evaluates protocols and procedures employed by staff and provides quality control to ensure that both client project specifications and Atlas quality processes and procedures are adhered to.
  • Provides peer-review for other professionals of designs, reports and other deliverables.
  • Develops and presents verbal and written proposals, reports, interacts with owners, architects and/or consulting engineers, existing and prospective clients.

Minimum requirements:
  • B.S. in Engineering (or applicable field). M.S. preferred.
  • PE License (preferred, not mandatory)
  • 20+ years of transportation experience (planning, environmental, design, construction)
  • 10+ experience on Federal / TDOT projects
  • Deep understanding of TDOT policies, procedures and procurement methods
  • Extensive client and professional business network
  • Demonstrated ability to both cultivate and manage clients
  • Experience in management of business unit, department, or similar
  • Track record of developing and implementing growth and delivery strategies
  • 25% Travel.
