Position Summary

Odyssey has an exciting new opportunity for a Space Domain Awareness (SDA) Systems Contracting Support Specialist supporting Space Systems Command’s Battle Management Command, Control, Communications, and Intelligence (BMC3I) System Delta (SSC SYD 85) and Combat Forces Command’s Mission Delta 2 (CFC MD 2) in Colorado Springs, CO.

 

SYD 85 supports acquisition and MD 2 supports sustainment for Space Domain Awareness (SDA) systems, executing system acquisition, modernization, and sustainment for ground- and space-based SDA sensors and command and control (C2) systems.  Activities include acquisition program management, system and subsystem engineering, maintenance and supply support, and fielding.

This is a full-time position located at 2424 Garden of the Gods Road, Colorado Springs, CO with the opportunity to tele-work 1-2 days per week at the discretion of the Government.

 

Responsibilities

An A&AS contractor is a knowledgeable and trusted advisor to the Government Program Office. As an  SDA Systems Contracting Support Specialist, you will analyze requirements, develop procurement strategies, develop procurement documents, prepare negotiated positions, and administer contracts, supporting the formulation and maintenance of effective contractual relationships between the company or client and other parties. The work requires knowledge of acquisition principles, policies, procedures, negotiation strategies, reform initiatives, regulatory requirements, contracting methods, and contract types. This position provides direct Contracting Support to the Government.  Duties include, but are not limited to:

  • Develop and maintain strong relationships with Government Contract, Legal, and Program teams; interact frequently with senior leadership; work as a team to develop and execute contract modifications
  • Develop strategies, plans, and packages for document submissions through technical, contract, and legal team reviews that support approval to negotiate and approval to award task orders, contracts and contract modifications
  • Support functional teams developing Request for Proposal (RFP) documents, conducting proposal reviews, and developing technical evaluations of proposals
  • Support contract office development of preliminary and final Price Negotiation Memoranda; develop and recommend strategies, positions, and content for partnering agreements and data rights agreements
  • Ensure contract and modification execution is conducted in accordance with center, directorate, and division policies and procedures
  • Ensure contracts and modifications are prepared in accordance with FAR Part 15, FAR Part 16, DFAR, and ITAR requirements
  • Recommend positions and support the Government to develop, draft, monitor, and administer incentive fee plans
  • Perform analysis, support the Government to develop positions, assemble and staff required documents and packages to administer contracts and monitor task order execution; develop and recommend strategies, positions, and content for partnering agreements and data rights agreements
  • Prepare and administer contracts, contract modifications, and contractor information in CON-IT and/or ConWrite contract writing systems
  • Occasional travel to CONUS and OCONUS locations upon Government direction
  • Other duties as required/requested by the Government within the constraints of the S3 contract

Minimum Qualifications

Clearance:  Active Secret clearance, eligible for Top Secret/SCI clearance

Education: B.A. or B.S. in business or related field

Years of Experience: 5 years DoD, MDA, or Intelligence Community (IC) Acquisition experience as a team member in a DoD, MDA, or IC Contract Office; 2 or more years administering contract data in ConWrite and/or CON-IT

Certifications:  Acquisition Professional Development Program (APDP) Level 2 Contracting certification or equivalent

Other:

  • Able to perform and deliver in a fast-paced environment
  • Proficient with Microsoft Offices products to include MS Outlook, MS Teams, MS Word, MS Excel, and MS Power Point

Preferred Qualifications

Clearance:  Active Top Secret/SCI clearance, agreeable to polygraph

Education: M.A. or M.S. in business or related field

Years of Experience: 8 years DoD Acquisition experience supporting similar requirements in Air Force Space Command or Air Force Material Command Contract Office; 5 or more years of experience as a DoD Contract Specialist; 5 or more years of experience administering contract data in ConWrite and/or CON-IT

Certifications:  Acquisition Professional Development Program (APDP) Level 2 Contracting certification or equivalent

Other:

  • Experience with Small Business Innovation Research (SBIR), Other Transaction Authority (OTA), and other alternate contracting/agreement vehicles 

Additional Information:

Travel: Up to 5% to CONUS and OCONUS locations upon Government direction

Remote, Onsite, or Hybrid:  Hybrid: 2424 Garden of the Gods Road in Colorado Springs, CO with the potential to tele-work 1-2 days per week at the discretion of the government
