Position Summary

Under the general direction of the Health & Safety Leadership Team, the Safety Program Specialist supports the development, implementation, and continuous improvement of the Company's safety programs. This role assists in maintaining compliance with applicable safety regulations and promotes safe work practices across the organization.

The Safety Program Specialist performs routine analysis of safety program elements, supports field implementation, and provides guidance to employees on safety procedures. This position works closely with the Employee Health, Safety and Security Council and other cross-functional teams to support enterprise safety initiatives.

Key Responsibilities
  • Develop, implement, and continuously improve safety programs including defensive driving, lockout/tagout, confined space entry, fire protection, CDL compliance, and other OSHA-required programs
  • Lead safety program assessments and identify opportunities to enhance compliance, effectiveness, and operational integration
  • Recommend engineering, administrative, and procedural controls to reduce exposure to chemical, physical, and biological hazards
  • Provide guidance to employees and leadership on safety policies, procedures, and regulatory requirements to ensure compliance with local, state, and federal regulations
  • Conduct and/or support accident and incident investigations; analyze root causes, identify trends, and recommend corrective actions
  • Compile, analyze, and interpret occupational safety data, including injury/illness trends and leading indicators
  • Review internal and external communications and provide recommendations to ensure alignment with safety policies and standards
  • Support development, revision, and implementation of safety policies and procedures
  • Develop new safety programs and procedures as required to address emerging risks or regulatory changes
  • Conduct or provide guidance on Job Hazard Analyses (JHAs) and risk assessments
  • Participate in safety committees and working groups; provide recommendations and technical input as needed
  • Collaborate with contractors and consultants for program development and training activities
  • Provide support for safety training functions, including the onboarding of new employees
  • Participate in the safety review of capital projects, construction activities, and operational initiatives
  • Represent the Company in pre-construction meetings and other external engagements
  • Support cross-functional initiatives and perform additional responsibilities as assigned

Required Knowledge, Skills, & Abilities
  • Strong knowledge of OSHA, state safety regulations, and industry best practices
  • Demonstrated ability to develop and implement safety programs in a utility, construction, or industrial environment
  • Strong analytical skills with the ability to interpret data and identify trends
  • Effective communication and interpersonal skills, including the ability to influence and engage employees at all levels
  • Ability to manage multiple priorities and respond to changing conditions, deadlines, and emergencies
  • Proficiency in Microsoft Office Suite, particularly Excel
  • Ability to work independently and collaboratively across departments

Required Education and Experience
  • Bachelor's Degree in Occupational Safety & Health or a related field
  • Minimum of five (5) years of experience in environmental health and safety compliance, preferably in utilities, construction, or a related industry
  • Leadership or program management experience strongly preferred

  • Valid driver's license required
  • Ability to work in both office and field environments
