Are you a relationship-builder who can navigate complex policies, communicate with empathy, and bring people together around an important mission?The Criminal Injuries Compensation Fund (CICF) is seeking a SAFE Coordinator to strengthen Virginia's Sexual Assault Forensic Exam program. This role builds trusted partnerships with medical providers, forensic nurses, survivor-serving organizations, and state partners while helping them navigate SAFE payment policies and processes.The ideal candidate is a strong communicator and leader who understands medical billing, healthcare, victim services, or a related field and can turn complex policy into clear, practical guidance. If you're motivated by meaningful work, statewide impact, and improving how critical services support survivors of sexual assault, this may be the opportunity for you.What You'll Be DoingAs SAFE Coordinator, you'll provide leadership and direction for the SAFE payment program while serving as a key connection between CICF and its statewide partners.
Your work will include:
- Build and strengthen statewide partnerships with forensic nurses, medical providers, victim advocates, law enforcement, the Supreme Court of Virginia, and other stakeholders.
- Develop, interpret, and refine SAFE payment policies and procedures, incorporating state and federal requirements, evidence collection standards, and stakeholder needs.
- Make complex information understandable by helping providers understand what policy and law allow, what is required, and how to successfully navigate the payment process.
- Provide outreach, education, and training to medical providers and other partners regarding SAFE policies, billing practices, and program changes.
- Oversee SAFE/PERK billing and payment processes, including reviewing bills, resolving discrepancies, approving payments, maintaining records, and supporting required reporting.
- Evaluate and improve the program by monitoring trends, preparing reports and recommendations, and identifying opportunities to strengthen policies, processes, and service delivery.
- Lead and develop staff, setting expectations, providing feedback, supporting growth, and holding team members accountable.
- Represent the SAFE program through statewide committees and collaboration with partners involved in sexual assault policy, services, and evidence collection.
What This Job Really Requires- This work requires both empathy and boundaries.
- There will be times when a medical provider or partner wants an outcome that policy or law does not allow. Success isn't simply saying, "that's the policy." You'll need to listen, understand the concern, clearly explain what can and cannot be done, and preserve a productive relationship even when the answer is difficult.
- You'll also be stepping into a highly visible role with established statewide relationships. We need someone who can build credibility, strengthen trust, and approach partners with professionalism and respect while still providing clear program direction.
VWC Compensation StructureVirginia Workers' Compensation Commission is an independent agency which allows us to have a more competitive and unique pay structure. This position is a
pay grade 8 based on a 14 grade pay structure. Our positions are not classified under DHRM's pay bands.
Telework StructureOur agency is currently using a hybrid model for teleworking. Our positions currently are not 100% teleworking. However, we do have a liberal telework policy in place and all candidates would be expected to report to our Headquarters as requested.
Telework scheduling is at the discretion of the position's supervisor, the Executive Director, based on the business needs of the department. Upon hire, candidates should expect to have all training and orientation conducted at the Headquarters Office, or as required.
Minimum Qualifications- Working knowledge of the Code of Virginia sections relating to CICF and Supreme Court evidence collection; victims' issues; and resources available to victims; demonstrated ability to communicate effectively and diplomatically with diverse groups both orally and in writing
- Ability to deliver effective presentations, identify discrepancies, and articulate recommendations
- Possesses interpersonal, organizational, and leadership skills
- Considerable experience cultivating, coordinating, and managing statewide programs and partnerships
- Proficiency with claims examination and investigation, victim advocacy in the sexual assault field, medical billing, hospital billing, and evidence collection
- Experience developing, applying, and interpreting policies and procedures.
- Working knowledge of Microsoft applications including Word, Outlook, Excel, PowerPoint and data entry and retrieval from computer databases.
Additional Considerations- Knowledge of issues in the sexual assault field, victims' needs, and evidence collection standards for sexual assault exams preferred.
- Supervisory, project management, facilitation, and statewide SAFE protocol experience strongly preferred. Experience working in a medical setting or with sexual assault victims is helpful.
