Job Description

The Railroad Commission of Texas, recognized as a worldwide leader in regulating oil and gas exploration, seeks a Technical Field Operations Manager in the Oil and Gas Division. This position will be responsible for planning, coordinating, and overseeing the safe plugging and abandonment of oil and gas wells in compliance with state and federal regulations. The role involves evaluating well integrity, managing field operations and contractors, ensuring environmental protection, and maintaining accurate technical and regulatory documentation. This position requires strong knowledge of drilling and production operations, wellplugging techniques, safety standards, as well as the ability to manage multiple projects in both office and field environments. This position may supervise the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Telework may be considered for this position.

Essential Job Duties

• Provides technical planning, coordination, and oversight for oil and gas wellplugging operations.
• Takes an active role and assists in providing professional development, training, and mentoring support for the Division.
• Evaluates well integrity, construction records, and site conditions to determine appropriate plugging procedures.
• Reviews and evaluates engineering works, test reports, studies, and technical data, and develops recommendations for programs or projects.
• Review and approve plugging plans, permits, reports, and technical documentation.
• Conduct field inspections of plugging operations, equipment, and contractor activities.
• Provides consultant and liaison services regarding solutions to engineering problems, and changes in policies and laws; assists in analyzing state and federal regulatory proposals and developing oil and gas regulatory policy recommendations.
• Coordinates with contractors, operators, and landowners.
• May plan, assign, and/or supervise the work of others.
• Performs related work as assigned.
• This job requires travel.

Minimum Qualifications

• High school diploma/GED.
• Ten (10) years of experience related to the field of study or job assignment, such as but not limited to well plugging and abandonment, drilling/completions, well intervention, production operations, or well integrity management.
• Industry experience in oilfield operations, such as but not limited to: cementing, casing remediation, pressure testing, rig operations, downhole tools, and abandonment procedures.
• Ability to travel to remote field locations.
• Experience and education may be substituted, on a yearforyear basis.

Preferred Qualifications

• B.S. in Engineering, geology, or other scientific degree from an accredited fouryear college or university.
• Licensed as a Professional Engineer by the State of Texas.
• Experience with state oil & gas regulations, environmental compliance, and permitting & reporting.
• Experience supervising workover/plugging crews.
• Experience managing contractors/vendors.
• 3 to 5+ years of handson oilfield experience with workover rigs, wireline, or specialized fishing operations.
• Strong understanding of downhole mechanics, fishing string design, and cementing standards.
• Experience with budget oversight and project management practices.
• Experience in oil and gas regulatory functions and extensive knowledge of the Railroad Commission's rules, policies, and procedures.
• Experience with site remediation, surface restoration, spill response coordination, and/or environmental risk assessment.
• Ability to live in Midland, West Texas, or District 8.

May work with exposure to outdoor weather conditions. Ability to climb ladders. Ability to work near heavy machinery.

Additional Information

Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
