Project Overview:Bechtel Infrastructure has been appointed as the Delivery Partner (DP) within an Integrated Project Team (IPT) comprising the customer, Metrolinx and its Technical Authority (TA) for the Ontario Line Subway (OLS) Project. The project scope includes the design build, operation and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being delivered through three major Public Private Partnership (P3) contracts and multiple Early and Advanced works (EAW) contracts. The OLS Project is planned to open for revenue service in 2031. As the DP, Bechtel forms a key part of the overall leadership of the OLS Project.
Job Summary:The RSSOM Power and Rolling Stock Project Manager is responsible for overseeing the delivery of the OL Power and Rolling Stock by the RSSOM contractor via the RSSOM P3 contract.
The Rolling Stock, Systems Operations & Maintenance (RSSOM) contract is for the design, manufacturing, delivery, testing and commissioning of the OL rolling stock, and the design, construction, testing and commissioning of the OL rail systems and the OL Operations, Maintenance and Services Facility (OMSF). The RSSOM contractor will operate the OL for 30-years.
The RSSOM contract interfaces with all of the OL main contracts and is responsible for the integration and assurance of the OL.
The RSSOM Power and Rolling Stock Project Manager reports to the RSSOM Delivery Manager. The RSSOM Power and Rolling Stock Project Manager has a team of Field Specialists.#LI-JL1
Major Responsibilities:- Delivering assigned project to budget, schedule, quality standards and in accordance with good project management and construction practices
- Provides overall supervision and project management leadership during the design build full cycle phase
- Ensure project schedules are implemented so that deliverables are provided in a timely and cost-effective manner to all stakeholder
- Managing complex project issues and risks, facilitates effective conflict resolution, communicates with internal and external stakeholders, and managing their expectations.
- Manages the efficient delivery of project elements through project activities, including preliminary design, detailed design, construction, contract management and commissioning activities.
- Assists the development and assessment of alternative construction and installation methodologies in accordance with best international practices.
- Monitors objectives related to engineering progress, document control, budget and work breakdown structures, project schedules, resource prioritization, and staffing requirements.
- Ensures that contractors' construction plans and schedules are complete, workable, and in accordance with contract documents; Oversees contractors' compliance to contract provisions, including monitoring safety, quality, environmental compliance, cost, and schedule performance.
- Monitors the contractor's performance and compliance with the contract
- Prepares and monitors the strategic goals and objectives of the project
- Carries out robust assessment of the contractor schedule and supervises the development of risk assessments and robust mitigation measures
- Health, safety, environment, quality, schedule, and cost performance for assigned scope.
- Safeguard that the RSSOM contractor is carrying out project-wide integration activities related to track including multi-discipline coordination and reviews.
- Provide inputs into the RSSOM risk register and participate in regular risk reviews.
Education and Experience Requirements:- Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience in delivery of large Rail Infrastructure projects of $500M+ in value in Project Management focused roles.
Required Knowledge and Skills:- Previously held project or construction management position(s) with responsibility for delivering infrastructure of similar scope, size and complexity on a metro project.
- Experience of working on infrastructure mega-projects for either a contractor or project management team (representing the client), experience of rail projects in urban areas is desirable.
- Experience or working knowledge of multiple project delivery functions (e.g. engineering, contracts & procurement, construction, testing & commissioning, project controls, environment, safety & health, quality).
- Experience of delivering an underground station or similar scope elements as part of multi-discipline teams working on complex mega-projects.
- Strong leadership, relationship building and communication skills (verbal and written).
- Fluent in using Microsoft Word, Excel and PowerPoint.
- Demonstrated commitment to Environment, Safety and Health (ES&H).
- Demonstrated commitment to Zero Accident safety programs.
