Position Overview

This position is accountable for reviewing and verifying data entered by the districts for the Illinois Highway Information System (IHIS) file and maintaining the linear referencing system (LRS). This data provides the department with the capability to meet the information needs for geographic information systems (GIS), state reporting, Federal Highway Administration (FHWA) requirements, and other management systems.

Essential Functions

  • Develops and reviews procedures to ensure the accuracy and validity of the roadway inventory and linear referencing system (LRS).
  • Maintains the LRS to ensure the accurate geographical and data representation of the roadway network.
  • Utilizes Geographic Information System (GIS) applications to assist in the review of roadway data and production of GIS maps.
  • Develops and generates reports to create special demand reports for users as requested.
  • Works with district staff in coordinating the roadway inventory or LRS changes, Structure Analyst on LRS structure changes, or other staff for changes which influence the Illinois Highway Information System (IHIS).
  • Reviews the districts' revisions for data errors and advises the Highway Data Manager of issues.
  • Works with the Highway Analyst and Highway Data Manager to meet and comply with the Highway Performance Monitoring System (HPMS) data requirements and annual inventory reporting.
  • Works with the Highway Data Manager in providing training or presentations on topics related to roadway inventory and GIS.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.


Minimum Qualifications

Completion of a bachelor's degree majoring in general/liberal studies, business, business administration, marketing, mathematics, statistics, public administrations, geographic information systems (GIS), computer information, management information systems, computer science, communication; OR Completion of two years of college PLUS two years of experience in research, GIS, extracting, analyzing, and summarizing data, or any combination thereof; OR Six years of experience in research, GIS, extracting, analyzing, and summarizing data, or any combination thereof.

Preferred Qualifications

  • Strong and above average computer skills with Environmental Systems Research Institute (ESRI), ArcGIS or other GIS systems.
  • Ability to generate summary information, maps, and charts for reporting on data quality.
  • Familiarity with Microsoft Word, Access, Excel, PowerPoint, and Outlook.
  • Ability to analyze federal and state data regulations to comply with reporting requirements.
  • Ability to develop and maintain cooperative relationships with departmental staff.
  • Strong planning, problem resolution, and organizational skills.
  • Strong oral and written communication skills.
