THE POSITION

DESCRIPTION OF WORK
This position supervises statewide right-of-way acquisition, relocation, and property management activities while providing direction and quality assurance to District personnel. Your work will focus on providing oversight, guidance, and problem resolution across diverse real estate functions. As a Right of Way Administrator 2, you will perform the following duties:

  • Statewide Oversight: Monitor acquisition, relocation, property management, and disposition activities to ensure compliance with policies and procedures
  • Technical Guidance: Provide recommendations to district staff and consultants on matters involving condemnation, relocation assistance, damage payments, and land disposition
  • Submission Review: Evaluate district submissions for acquisition, relocation, property management, and disposition and offer recommendations for final approval
  • Eligibility Decisions: Determine statewide eligibility for special damages, replacement housing, business relocation costs, and related claims
  • Staff Coordination: Supervise and coordinate activities of technical staff in the Acquisition, Relocation and Property Management Section
  • Policy Support: Assist section chiefs in developing training, coordinating with other agencies, and maintaining statewide policy guidance

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • This position may be eligible for alternate work schedule (AWS).
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS

Minimum Experience and Training Requirements:
  • One year as a Right- of-Way Administrator 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year as a Real Estate Appraiser Supervisor or as Real Estate Appraiser 3 (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or
  • Six years of progressively responsible technical experience in real estate work, including two years in a supervisory capacity; and an associate degree, or
    satisfactory completion of two years of college; or
  • Five years of progressively responsible technical experience in real estate work, including two years in a supervisory capacity; and a Bachelor's Degree; or
  • Any equivalent combination of experience and training.
