We are hiring a Revenue Audit Supervisor for our Sales and Miscellaneous Tax Field Compliance Division/Des Plaines Field located in Des Plaines, IL. Essential Functions

  • Under general direction, plans, monitors and directs the activities of a staff of Auditors engaged in performing audits of Illinois and/or out-of-state taxpayers subject to one or more taxes administered by the Illinois Department of Revenue (IDOR).
  • Interprets and explains the proper application of sales and miscellaneous tax laws, rules, regulations and opinions.
  • Serves as working supervisor.
  • Performs pre-audit evaluations.
  • Conducts post-audit conferences with taxpayers, or their representatives, to explain audit findings predicated on applicable tax laws rules, regulations, court decisions and precedents.
  • Confers by telephone, via computer, or, as necessary, travels to taxpayer's place of business to discuss and resolve technical or controversial tax issues with taxpayers and/or their representatives.
  • Confers with manager to provide information as to status of ongoing audits, or obtain guidance in resolving controversial or complex legal and/or technical tax problems.
  • Reviews and approves completed computerized audit reports.
  • Provides continuous communication and feedback to subordinate staff.
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.


Minimum Qualifications

QUALIFICATION PATH A
Requires a bachelor's degree.
Requires successful completion of fifteen semester hours of academically progressive coursework* in accounting including at minimum:
• two introductory accounting courses
• two intermediate accounting courses
• one course in taxation or audit.
Requires two years professional experience as a Revenue Auditor III.
* IMPORTANT NOTE: Progressive coursework is recognized as sequencing of increasingly difficult and rigorous coursework in an academic discipline that builds upon previously mastered knowledge and skills. Progressive coursework may be determined by assessment of course content, course title, course numbering, or other factors. Coursework assessed as duplicative shall be accepted and credited once, only.

QUALIFICATION PATH B
Requires a bachelor's or higher degree in Accounting or a Certified Public Accountant certification.
Requires two years professional experience as a Revenue Auditor III.

Specialized Skills

  • Requires 4 years of experience working with Sales and Miscellaneous Tax auditing processes and utilizing GenTax for audit purposes.
  • Requires 2 years of experience in a coach and/or mentor role as a Revenue Auditor III.


Preferred Qualifications

  • Four (4) years of experience working with Sales and Miscellaneous Tax auditing processes, i.e., reviewing tax records, conducting tax audits of businesses, interpreting and explaining the proper application of sales and miscellaneous tax laws, rules, regulations, legal opinions, etc.
  • Four (4) years of experience using GenTax or similar tax processing system for audit purposes.
  • Two (2) years of experience working as a lead/advanced auditor in a coach/mentor role to lower-level auditors in an organization.


Conditions of Employment

  • Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires an appropriate, valid driver's license.
  • Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
  • This position is considered heavy work as defined by the U.S. Department of Labor (20 CFR 404.1567(d)). Heavy work involves lifting no more than 100 pounds at a time with frequent lifting or carrying of objects weighing up to 50 pounds.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
