Responsibilities

We are seeking an experienced Resource Manager to support a large, highly technical, on-site program. The Resource Manager will work closely with the contract Program Management team, government stakeholders, and program partners to ensure successful workforce planning, staffing, onboarding, resource tracking, and personnel engagement across the program.
  • Serve as the primary point of contact (POC) for workforce management and resource engagement strategies across the program.
  • Manage staffing activities across a major program, including assisting with job requisition development and workforce planning efforts.
  • Act as the liaison:
    • Between subcontractor/vendor partners and the Mountaineer PMO to receive and coordinate candidate resumes for open positions.
    • Between Government Task Manager (GTMs) and Mountaineer PMO regarding personnel actions, including new hires, anticipated departures, and descoped positions.
  • Coordinate with hiring managers and program leadership to support onboarding activities, including ensuring incoming personnel receive and execute program non-disclosure agreements (NDAs).
  • Collaborate with program subcontractors to fulfill staffing requirements and maintain workforce continuity.
  • Assist Program Managers with candidate sourcing, screening, and interview coordination.
  • Assess program openings to support the assignment of employees available for new or surge opportunities.
  • Assess program capacity and workforce availability to support new position requirements.
  • Track and maintain staffing data and workforce metrics, including:
    • Active and inactive personnel counts
    • Labor category (LCAT) and level
    • Position identifiers and status tracking
  • Support process improvement initiatives focused on workforce management efficiencies and operational maturity.
  • Engage directly with Government Task Managers (GTMs) to discuss current staffing requirements, upcoming needs, and workforce planning initiatives.
  • Contribute to new business development and proposal efforts, including staffing strategies, resource planning, and recruitment support.

Qualifications

  • Must possess and be able to maintain a TS/SCI clearance with Polygraph.
  • BS 10-12, MS 8-10, PhD 5-7
  • Minimum of 4 years of experience in a management capacity.
  • Demonstrated experience supporting complex federal contracts, large-scale technical programs, or mission-critical operations
  • Proven ability to manage competing priorities and operate effectively in a high-visibility, fast-paced environment.
  • Excellent leadership, communication, organizational, and analytical skills.
  • Experience developing executive-level staffing metrics, dashboards, and operational reporting.
  • Experience managing staffing and workforce operations within large government or technical programs.
  • Strong coordination and communication skills across government, contractor, and subcontractor teams.
  • Experience supporting onboarding, workforce tracking, and personnel management activities.
  • Ability to manage multiple staffing priorities in a fast-paced environment.
  • Familiarity with government contracting environments and program operations.
  • Proficiency with workforce tracking tools, reporting, and metrics development.
