The United States Space Force (USSF) at Beale AFB, California is searching for a Resource Adviser & Program Manager to support the 7 SWS (NH-0301-03, GS 12/13 equivalent).
Description:
To perform a variety of advisory and budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities. Responsible for performing routine, complex, and continuing budget functions involving the formulation, execution, and/or analysis of budgets for assigned mission activities and organizational components, while also directing and managing administrative, personnel, and manpower support programs.
Key Skills and Abilities:
Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes.
Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.
Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks.
Knowledge of administrative, personnel, and manpower regulations, operating procedures, and policies to support the organizational mission.
Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization) to analyze and evaluate the effects of changes in program plans and funding.
Skill in formulating, justifying, and/or executing assigned budgets/programs.
Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions and administrative directive

Conditions of employment
Must be a U.S. Citizen
Must be able to obtain and maintain a Secret security clearance.
May be required to travel by military or commercial aircraft in the performance of TDY assignments.
May be required to work overtime on an unscheduled or emergency basis.
Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.
Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
PCS is not authorized. Incentive is authorized.
This position will close after 5 business days or 75 applications, whichever comes first.
Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report." Employee is required to attend annual ethics and procurement integrity training.
This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
This is a Financial Management Level (1, 2, or 3) Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
