This Opportunity

WSP is currently initiating a search for a Resident Engineer for our Columbia, MD office. Be involved in projects with our Construction Management Team in Baltimore, MD, and be a part of a growing organization that meets our clients' objectives and solves their challenges.
Your Impact

Job Responsibilities:

Construction Oversight & Contract Administration
  • Provide full-time, on-site oversight of all construction activities, including excavation, foundation, structural concrete, mechanical, electrical, instrumentation, and site work.
  • Act as the client's authorized on-site representative for administration of the construction contract.
  • Interpret and enforce contract plans, specifications, permits, and regulatory requirements.
  • Chair construction progress meetings with contractors and client staff; prepare and distribute meeting minutes.
    Schedule, Cost & Change Management
  • Review and monitor the Contractor's baseline schedule and periodic updates; identify risks and coordinate corrective actions with the client.
  • Review and verify contractor pay applications, quantities, and supporting documentation prior to client approval.
  • Review submittals, RFIs, field changes, and change order proposals; provide technical evaluations and written recommendations to the client.
  • Maintain accurate project records, including review of inspector's daily reports, quantity tracking, correspondence, and photo documentation.
    Quality Assurance & Oversight
  • Manage inspection to oversee activities to ensure work conforms to approved plans, specifications, and quality control requirements.
  • Coordinate review of submittals and shop drawings with the design engineer of record and Client.
  • Manage quality control/assurance testing staff for field testing.
  • Coordinate Client and third-party inspections of partial and as-built deliverables, including commissioning of civil, mechanical, electrical, plumbing and control systems.
  • Develop punch lists and support project closeout, final inspections, and acceptance.
    Safety & Regulatory Compliance
  • Monitor contractor compliance with approved Safety and Health Plans, site-specific safety plans, and OSHA requirements.
  • Promote a strong safety culture and immediately address unsafe conditions.
  • Confirm WSP personnel and subcontractors are maintaining safety training and related certifications without lapses.
  • Ensure compliance with construction and environmental permits, and applicable regulations of the Authorities Having Jurisdiction (AHJs), including the Client, Local, State, and Federal agencies.
    Coordination & Communication
  • Maintain daily coordination with the client and project representatives.
  • Interface with design engineers, inspectors, utilities, and regulatory agencies as required.
  • Provide regular written and verbal status updates to the client addressing progress, schedule, budget, quality, and safety.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.
Who You Are

Minimum Requirements:

  • Bachelor's degree in engineering or relevant field or equivalent experience
  • 7-10 years of experience project/construction management of railroads, transit, stations, highway, bridges, buildings, and maintenance facilities
  • Strong oral and written skills
  • Familiarity with the practices and principles of Design and Construction
  • Exercise responsible and ethical decision-making regarding company funds, resources, and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.


Preferred Qualifications
  • Direct experience serving in an Office Engineer, Resident Engineer, Construction Manager, or similar lead role.
  • Strong understanding of construction sequencing and risk management.
  • Proven experience with construction contract administration, pay applications, submittals, RFIs, and change orders.
  • Strong knowledge of construction contract administration, scheduling, cost control, and change management.
  • Proficiency with standard construction documentation and reporting tools (Microsoft Office, Primavera 6, Procore).
  • Safety training (roadway, highway, OSHA 10-hour, etc.)
