Department:

The Mississippi Law Research Institute (MLRI) is an official advisory law revision, research, and reform agency of the state. We provide unbiased, nonpolitical law research for the Legislature, municipalities, universities, and state agencies.

Job Summary:

Research Counsel II serves the Municipal Governance section of the Mississippi Law Research Institute and provides legal assistance to and performs legal research for state and government agencies.

Job Description:

  1. Manages and maintains a good working relationship with institutional clients and public sector constituents by leveraging exemplary legal writing, research, and analytical skills to provide legal research, analysis, and training to these constituents.
  2. Effectively manages multiple legal research, writing and training projects with competing and overlapping deadlines.
  3. Assists in the preparation and delivery of trainings for institutional and public sector constituents and affiliated entities to provide general legal research, analysis, writing, and training.
  4. Provides direct policy making research, analysis, and training on matters of substantial magnitude related to constituents.


Job Responsibilities:

  • Conduct comprehensive legal research and analysis of matters affecting municipal and county governments, as well as public school boards, board attorneys, planning commissions, regional authorities, and other official governmental bodies.
    Provide examples, context, and potential outcomes that comply with Mississippi and federal law to municipal representatives.
  • Maintain an extensive legal database containing example ordinances and related court and attorney general opinions.
  • Aid local officials and their board attorneys in drafting, enacting, and implementing ordinances and policies. Topics include, but are not limited to, data security, traffic safety regulations, municipal and county property management, noise ordinances, annexation litigation, development permits, recordkeeping, and the State's Open Meetings and Open Records Acts.
  • Create and maintain relationships with Mississippi municipalities for education and outreach on legal issues and create the modules needed to support that outreach.
