Summary:

Goldbelt C6, LLC., is seeking a Research Analysts to support The Office of Policy, Planning, and Resources for Public Diplomacy and Public Affairs Research and Evaluation Unit (R/PPR/REU)The Office of Policy, Planning, and Resources for Public Diplomacy and Public Affairs Research and Evaluation Unit (R/PPR/REU). The Research Analysts will assist the Research and Evaluation Unit within R/PPR to help Public Diplomacy practitioners in gathering evidence and knowledge to make better informed decisions.

Responsibilities

Essential Job Functions:

  • Conducts applied research to measure and assess the effectiveness of internal public diplomacy and public affairs initiatives, including modernization and capacity building projects.
  • With minimal direction, manages and executes applied research projects, including stakeholder engagement, research design, data collection, data analysis, data visualization, and report development.
  • Travels to conduct fieldwork associated with organizational learning projects, including training of local partners, supervision of data collection, and other tasks.
  • Assists government staff with development and review of contracting documents for the procurement of research and evaluation services.
  • Provides consultation to public diplomacy practitioners on how to design, manage, and use process evaluations, employee surveys, and other methods to inform and improve initiatives and programs designed to advance foreign policy objectives.
  • Curates existing research from both USG and non-USG sources.
  • Regularly presents results to public diplomacy practitioners, internal stakeholders, academics, and other interested parties through both formal and informal presentations.
  • Contributes to the development of training modules and courses for public diplomacy practitioners on how to design and use organizational learning research results.
  • Conducts training for public diplomacy practitioners as part of a team.
Qualifications

Necessary Skills and Knowledge:

  • Approach problems analytically and holistically, considering the individual problem and the impact on the larger system.
  • Be flexible and efficient working on complex projects within a multidisciplinary team, exercising a balance between research rigor and client needs.
  • Demonstrate curiosity in continued learning and growth on the job.
  • Show openness to critique and feedback (including from other disciplines), curiosity to learn from a spectrum of perspectives, and experience or strong interest in collaborating closely with others.
  • Ability to focus on and understand the needs of internal and external clients.
  • Experience conducting formative research into stakeholder needs and country context to guide the development of internal public diplomacy work processes and communication systems.
  • Strong project management skills including experience developing project management plans (PMPs) and/or monitoring and evaluation (M&E) plans for programs and initiatives.
  • Experience managing complex projects involving multiple stakeholders, with milestones occurring over one to two years.
  • Experience designing, implementing and/or facilitating business process evaluations.
  • Strong skills in qualitative competencies such as interviewing, synthesis, and analysis, as well as knowledge of survey design and basic quantitative methodologies. Experience collecting qualitative or quantitative data, developing research protocols and other research materials, and administering instruments in English (or other language, as necessary).
  • Experience with traditional research methods, including but not limited to: focus group facilitation, content analysis, textual analysis, and network analysis, as well as familiarity with non-traditional techniques such as participatory evaluation, process mapping, and visual data analysis;
  • Experience with Stata, R, or comparable statistical analysis software, data visualization software such as Einstein or Tableau, and/or qualitative data analysis software such as NVIVO and Atlas TI;
  • Experience working with a U.S. government department or agency; international organization; or programs funded by major international development funders (e.g., USAID, DFID, World Bank) preferred.

Minimum Qualifications:

  • A Masters Degree with training in research methods is required.
  • Academic training should include coursework in qualitative and/or quantitative research methods.
  • Four or more years experience with performance monitoring, performance measurement, and performance management for large-scale initiatives or for organizational-wide objectives, including developing performance indicators, establishing data collection business processes, creating data management practices, creating monitoring reports, and designing continuous improvement initiatives. Representative examples include: designing and managing employee surveys, organizational communication research projects, and/or conducting stakeholder analysis.
  • Ability to obtain and maintain a Top Secret security clearance.
  • Some travel may be required.

Preferred Qualifications:

  • PH.D. is preferred
  • Working knowledge of Lean Six Sigma methodologies is preferred; Yellow belt or high Six Sigma certification desired
  • Currently has an active Top Secret clearance
  • Prior experience working with the U.S. Department of State is highly desired to understand the culture and environment.

Pay and Benefits

The salary range for this position is $134,000 - $144,000.00 annually.
