LOCATION: Quantico, VA

Description: In support of Marine Corps Systems Command's (MCSC) Product Manager Infantry Weapons (PdM IW), the Requirements Analyst will translate operational capability gaps into formal technical requirements through the JCIDS process. Working closely with MCSC, the analyst will develop critical acquisition documents, conduct DOTMLPF-P (Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Policy) assessments, and prepare justifications for the POM budgeting cycle. This role serves as a vital bridge between USMC leadership and technical developers to ensure that future equipment and systems effectively meet the mission needs of the Marine Air-Ground Task Force (MAGTF).

Primary duties will include (but not limited to):

  • Documentation Development: Draft and refine critical JCIDS documents, including Initial Capabilities Documents (ICD) and Capability Development Documents (CDD).
  • Capability Gap Analysis: Conduct studies and evaluations to identify theater capability gaps and propose resources or solutions to mitigate operational risks.
  • Budget & POM Support: Develop and justify Program Objective Memorandum (POM) inputs and review budget exhibits to ensure requirements are funded through the PPBE (Planning, Programming, Budgeting, and Execution) process.
  • Stakeholder Coordination: Lead or participate in Integrated Product Teams (IPT) and councils like the Marine Requirements Oversight Council (MROC) to align requirements across multi-functional teams.
  • Traceability & Validation: Ensure requirements are traceable throughout the acquisition lifecycle and support validations in systems like the Total Force Structure Management System (TFSMS).


KNOWLEDGE AND SKILLS:

  • Knowledge of DoD Acquisition and Life-Cycle Management policies and procedures including DoD 5000 series and service-specific guidance.
  • Must be able to work independently.
  • Must be detail oriented and organized.
  • Must be able to manage multiple projects at one time.
  • Must be able to research, analyze, and evaluate information to provide multiple courses of action.
  • Must be able to express ideas effectively orally and in writing.
  • Proficiency with Microsoft Office.
  • Prior experience in USMC operations, such as MAGTF integration or service at Marine Corps Combat Development Command (MCCDC).
  • DAWIA (Defense Acquisition Workforce Improvement Act) certification in Program Management or Engineering.
  • Strong ability to produce decision-quality briefs, white papers, and technical assessments for senior military leadership.


EDUCATION / EXPERIENCE:

  • Career level with a complete understanding and wide application of technical principles, theories and concepts. Working under only general direction provides technical solutions to a wide range of difficult problems. Independently determines and develops approach to solutions.
  • Bachelor's (or equivalent) with 5 - 7 years of experience, or a master's and 3 - 5 years of experience.
  • Experience working with the Federal Government.
