Full Job Description
As part of the SGT Services organization, the Services Portfolio Program Manager (SPgM) leads a services program consisting of related services projects driving customer's value realization and business outcomes.
The SPgM will lead and manage the set-up of the program through delivery of capabilities and realization of value. The SPgM is responsible for managing the dependencies between projects, establishing and publish clear priorities among projects and program activities, coordinating the projects effectively and establish the required program governance model.
The SPgM acts as the primary point of contact for the program and aligns Sales, Presales, Services Management and the customer for the program.
The SPgM works under self-management to lead programs of large size and complexity.
Responsibilities:
Program Leadership
• Lead and own the program, providing strategic decision making while guiding the portfolio of deliveries to achieve the program vision and realize business outcomes.
• Actively build business relationships with stakeholders
• Together with Services Management, build, inspire, and motivate an effective team by driving excellence, providing recognition, and encouraging team members' personal development.
• Ensure the team members have the materials and equipment to complete their tasks in a timely manner
Drive Value Realization
• Work with Sales Account Management to create the program vision based on the business strategy in line with responsible business managers
• Communicate the strategic value of the program
• Guide the customer through value identification and planning while overseeing delivery of Digital Enterprise Solutions to ensure value realization and support customer adoption.
• Identify and create additional customer value opportunities within the portfolio
Initiate and Execute Program Governance
• Work with Sales and Services Management to initiate, review and agree to the appropriate program governance model with the customer
• Execute the program governance model in close cooperation with the customer while jointly defining and agreeing on the program's roles and responsibilities
• Conduct stakeholder management through systematic identification, analysis and planning of actions to negotiate with and influence stakeholders
• Work with Sales and Services Management to setup communication on all levels for the program
Manage the Program throughout the Life-Cycle
• Oversee the delivery of all contracts in the portfolio and derive actions concerning risks, opportunities and contractual obligations with respect to the entire program
• Manage and resolve issues with internal and external partners, initiating additional activities or interventions when gaps or problems arise, while proactively monitoring overall program progress and driving corrective and preventive actions as needed.
• Manage customer requirements and program scope to achieve program objectives
• Enforce change management at the project level to ensure the dependencies of the change is reflected and understood on the program level
• Manage the dependencies and interfaces between projects by establishing clear priorities and coordinating activities, while orchestrating program and project schedules to ensure on time delivery.
Leading the Program and Project Teams
• Agree to targets with the program staff and delegate defined responsibilities and authority
• Actively seek and provide feedback from program and project team members, managers, and customers
• Work with Services Management and Procurement Management to manage business partners and subcontractors
Manage Program Financials
• Ensure the projects in the program deliver to the approved budget and agreed bid margin
• Conduct regular reviews and manage the program budget
• Measure program performance and provide the regular realistic program forecast
• Incorporate program risks from risk assessments into program budget
• Work with Services administration and Finance to ensure accurate billing and revenue recognition for the entire program
• Identifies and minimizes non-conformance costs across the program
Requirements:
• Bachelor's degree in Mechanical and/or Manufacturing Engineering, Computer Science, Technology or equivalent years of experience in the Software Digital Industry or related field.
• Minimum ten years of experience in project / program leadership position
• Working knowledge of the administrative functions of the Services business including project setup, contract structure, progress reporting, revenue recognition and billing
• Experience with DoD project, contracts, policies, and procedures
• Leadership skills and proven track record of managing multi-disciplinary teams, including Services delivery and Project Management
• Excellent analytical and problem solving skills
• Excellent written and verbal communications with the ability to present complex issues to multi-level audiences of company and government executives
Preferred:
• Experience in implementing or familiarity with Digital Twin software or similar products is desired
Travel:
• Willing and able to travel up to 50% annually
Security Clearance:
• Candidate must be US citizen and have the ability to obtain and/or maintain a US federal agency security clearance.
• United States Citizen with no dual citizenship, ties to another country, foreign passports or visas

The pay range for this position is $167,200.00 - $188,000.00 annually with a target incentive of 10% of the base salary. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
