Full Job Description
PM Center of Excellence (PMCoE) Project Manager to provide full-lifecycle IT project management support for VA modernization and new-capability projects across the End User Services portfolio. Working under the direction of the PMCoE and VA Program Managers, the Project Manager plans, executes, monitors, and closes assigned projects within scope, schedule, budget, and quality objectives, applying PMP-certified industry standards and VA project management standards and procedures. The portfolio spans infrastructure, application-specific IT, administrative, telecommunications, security, and process-improvement projects.

Location: This position can be performed remotely within the United States and will support Eastern Time working hours.

Compensation Range: The salary for this position is between $140-155K/annually. Factors affecting pay within this range may include geography/market, skills, education, experience, and other qualifications of the successful candidate.

Responsibilities

  • Conduct all phases of project management - initiation, planning, execution, and closeout - consistent with PMP standards and VA procedures.
  • Develop formal project charters as required by the VA Program Manager.
    Develop and maintain detailed project plans, Work Breakdown Structures (WBS), and deliverables-based project schedules that accurately depict the work to be performed; ensure all plans, WBS, and schedule work products are retrievable by the VA Resources Lead(s) for review and approval.
  • Facilitate project kick-off and status meetings, communicate roles and expectations, and keep the Program Manager, customer, and project team informed of project status.
  • Monitor project milestones and critical dates, identify potential schedule jeopardy, and develop resolutions.
  • Identify, assess, document, track, and mitigate cost, resource, schedule, and technical risks; ensure tracked issues remain accessible to the VA Resources Lead(s).
  • Assess variances from the project plan and implement changes to keep the project within scope, time, cost, and quality objectives.
  • Develop estimates for project effort, costs, and critical computer resources, and track activities against the plan.
  • Maintain a collaborative environment with key stakeholders and coordinate activities with VA customers and ad hoc internal/external requests.
  • Conduct periodic reviews with senior management, program managers, project sponsors, and project teams; conduct formal closeout reviews confirming acceptance and satisfaction.
  • Make and use measurements to determine the status of planning, tracking, and oversight activities, utilizing current VA project management tools.

Qualifications

  • Bachelor's Degree in Engineering, Computer Science, Systems, Business, or a related scientific/technical discipline. An additional 8 years of relevant experience can be substituted for the degree requirement for a total of 18+ years of experience.
  • 10+ years of program or project management experience managing IT-related projects.
  • PMP or equivalent project management certification.
  • Demonstrated proficiency in project and life-cycle management methodologies.
  • Demonstrated experience tracking cost, schedule, and performance progress.
  • Demonstrated ability to identify and mitigate project risks.

Preferred Qualifications:
  • Federal government or VA experience.
