About the Role

Bitdeer Inc. is seeking a detail-oriented Regulatory Manager to lead the application and compliance monitoring of all municipal, provincial, and environmental approvals required to build and scale critical data center infrastructure across Alberta. This role serves as the primary liaison between project development teams, local municipal planning authorities, provincial regulatory bodies, and community stakeholders.

What you will be responsible for:
  • Permit Acquisition & Governance: Direct and execute environmental, land-use, and zoning permit applications (e.g., Development Permits, Building Permits, Water Act approvals) across local municipalities (Municipal District of Greenview No.16 and the Town of Fox Creek).
  • Regulatory Authority Engagement: Act as the primary point of contact with regulatory organizations including Alberta Environment and Protected Areas (AEP), the Alberta Utilities Commission (AUC), Alberta Lands (Alberta Forestry & Parks) and local municipalities. Review fire protection and code requirements against municipal and insurance requirements.
  • Grid & Utility Regulatory Alignment: Collaborate with local distribution companies (ATCO, Altalink) and power partners to ensure power grid interconnection applications align with provincial utility regulations.
  • Natural Gas pipeline regulatory permission: Engage with local gas suppliers (TC Energy/ NGTL or private producers) and Alberta Energy Regulator (AER) for regulatory approvals of gas pipeline construction.
  • Public & Indigenous Engagement: Manage public notification processes, community consultation sessions, and Indigenous relations in accordance with provincial duty-to-consult frameworks and industry best practices.
  • Risk & Timeline Management: Track regulatory change, perform risk assessments for new site selection, and ensure permitting milestone deadlines align with construction schedules.

How you will stand out
  • Education: Bachelor's degree in Environmental Science, Public Policy, Urban Planning, Engineering, or Law.
  • Experience: 5-8+ years in regulatory affairs, environmental permitting, or land development in Alberta (data center, energy, oil & gas, telecom, or major industrial infrastructure experience required).
  • Knowledge Base: In-depth understanding of the Alberta Environmental Protection and Enhancement Act (EPEA), Water Act, AUC Rule 007 and AUC Rule 012, Municipal Development Plans (MDPs), and Land Use Bylaws (LUBs).
  • Certifications: Professional Planner (RPP/MCIP) or Professional Engineer (P.Eng. with APEGA) considered an asset.

  • AESO (Alberta Electric System Operator): Market rules & grid connection requirements.
  • AUC (Alberta Utilities Commission): Power generation and transmission approvals.
  • AEP (Alberta Environment and Protected Areas): EPEA Approvals, Water Act permits, air quality, and noise regulations.
  • Local Municipalities: MD of Greenview No. 16, Town of Fox Creek
