Regulatory & Corporate Compliance Counsel

About the Position

The Regulatory & Corporate Compliance Counsel serves as a key legal advisor responsible for providing legal oversight of the Company's regulatory and corporate compliance. The role provides legal advice, with primary responsibility for trade compliance, government property management compliance, and the corporate compliance program for contracts and supply chain, and advisory responsibility for other compliance matters as assigned.

This position is the Legal function's compliance advisor for these areas. The Counsel interprets legal and regulatory requirements, advises on risk, establishes and oversees appropriate compliance frameworks and controls, and supports regulatory filings, audits, investigations, and remediation. Functional and operational teams remain responsible for day-to-day execution of the underlying business processes, with Legal providing guidance, oversight, escalation, and assurance.

The Counsel works closely with Engineering, Programs, Mission Operations, Supply Chain, Contracts, Finance, Facilities, Security, Human Resources, Business Development, and other teams to translate complex requirements into practical operating procedures.

The successful candidate will bring strong legal judgment, significant regulatory and corporate compliance experience, and the ability to work effectively with technical and operational teams in a fast-paced aerospace and government-contracting environment.

Responsibilities

Regulatory Compliance & Legal Counsel

  • Serve as a primary legal advisor on regulatory and corporate compliance matters affecting the Company's operations, programs, products, and services.
  • Monitor and interpret applicable federal, state, and international laws, regulations, agency guidance, contractual requirements, and enforcement developments (including the FAR, DFARS, ITAR, EAR, and other applicable regulatory requirements).
  • Assess legal and compliance risk and provide practical, risk-based advice that supports business objectives while maintaining appropriate compliance.
  • Establish legal compliance expectations, governance, policies, controls, escalation paths, and documentation requirements for assigned compliance areas.
  • Partner with functional owners to embed regulatory requirements into operating procedures, systems, program plans, and business processes, while preserving clear accountability for operational execution.
  • Identify emerging compliance risks and advise leadership on business impacts, mitigation strategies, and required corrective actions.


  • Coordinate with outside counsel, consultants, brokers, and specialized regulatory advisors when appropriate.


  • Assess and assist teams to ensure compliance in the following areas:
    • Corporate Compliance Program- Support the development, implementation, and continuous improvement of the Company's corporate compliance program and Corporate policies.


  • Supply Chain Compliance- Provide legal guidance and support to Supply Chain to help ensure procurement activities comply with the company's Procurement Manual, internal policies, and applicable regulatory requirements.


  • Trade Compliance- Work with the Empowered Official, Supply Chain, and other functional teams and serve as legal's compliance advisor for economic sanctions, imports, customs, tariffs, and other U.S. and international trade matters.


  • Security and Privacy Compliance- Provide legal advice and compliance oversight regarding applicable cybersecurity, information-security, data-protection, and privacy requirements, coordinating with Security, IT, and specialized counsel as appropriate.


  • Government Property Management Compliance - Work with Property Management lead to provide legal compliance oversight for government property requirements applicable to government-furnished property, contractor-acquired property, and other property held under government contracts or subcontracts.


  • ESG & Sustainability Compliance- Provide legal guidance to the ESG teams regarding environmental, social, governance, sustainability, and related disclosure or compliance requirements applicable to the Company.


Cross-Functional Partnership & Operating Model

  • Work directly with Engineering, Programs, Mission Operations, Supply Chain, Logistics, Contracts, Finance, Facilities, HR, Security, Government Affairs, Business Development, and other teams to implement practical compliance solutions.
  • Serve as Legal's compliance partner while functional and operational teams own execution of day-to-day processes, systems, records, and controls within their areas of responsibility.
  • Participate in program, operational, and business reviews where regulatory requirements may affect execution, schedule, cost, risk, or strategy.
  • Translate legal requirements into clear operational guidance and help teams understand both what is required and how compliant execution can be achieved.
  • Advise on compliance considerations associated with strategic partnerships, acquisitions, integrations, new business models, international expansion, and other corporate initiatives.
  • Develop strong working relationships with business leaders and operational owners and serve as a trusted escalation point for complex compliance matters.


Qualifications

Required
  • Juris Doctor (J.D.) degree from an accredited law school.
  • Active membership in good standing with at least one U.S. state bar.
  • 10+ years of relevant legal experience, with significant experience in regulatory compliance, corporate compliance, telecommunications, aerospace, satellite communications, or another highly regulated industry.
  • Demonstrated experience advising businesses on complex regulatory requirements and translating those requirements into practical business guidance.
  • Experience developing, implementing, or providing legal oversight of corporate compliance programs.
  • Experience working directly with business leaders, technical teams, and senior management.
  • Demonstrated ability to independently manage complex legal and regulatory matters.
  • Strong legal research, analysis, drafting, and communication skills.
  • Ability to manage multiple priorities and operate effectively in a fast-paced, evolving environment.
  • Strong judgment with the ability to appropriately balance legal risk, regulatory requirements, and business objectives.


Preferred
  • Significant experience with FCC regulations, licensing, spectrum, satellite communications, or telecommunications regulatory matters.
  • Experience in preparing or managing FCC applications, licenses, authorizations, modifications, or regulatory filings.
  • Experience in aerospace, space, satellite communications, telecommunications, defense, or another highly regulated technical industry.
  • Working knowledge of FCC Part 25 and other regulations applicable to satellite and communications operations.
  • Experience interacting directly with federal regulatory agencies.
  • Experience designing or enhancing corporate compliance programs, risk assessments, monitoring programs, and compliance controls.
  • Familiarity with ITAR, EAR, government contracting, or other regulations applicable to aerospace and defense organizations.
  • Experience supporting organizations undergoing rapid growth, acquisitions, integration, or regulatory expansion.
  • Experience advising engineering or other highly technical teams.
