Full Job Description
Duties Description The Registered Nurse Supervisor 1 (Rehabilitation) acts as an administrative link and supervises the overall provision of nursing care on all inpatient disability units. The Registered Nurse Supervisor 1 (Rehabilitation) will provide supervision to employees; work with Nursing Administration to plan, establish and assure achievement of department goals, policies and procedures. The incumbent will prepare for annual Department of Health surveys; coordinate all nursing/patient activities; collaborate with the Infection Prevention Nurse; will serve as staff development coordinator, nursing performance improvement coordinator; and as MDS (Minimum Data Set) coordinator and director of quality/outcome management and other NAI's (Nursing Administrative Indicators). The incumbent will have direct line responsibility for projected and immediate staffing, will cover absences on all shifts as necessary; will conduct house supervision on a rotating basis; will complete probation reports, annual evaluations and submits timesheet in a timely manner. The Registered Nurse Supervisor 1 (Rehabilitation) will work closely with the Human Resources Department regarding employee relations and other duties as assigned.

Minimum Qualifications Reassignment: Current New York State Department of Health Helen Hayes Hospital employee with permanent or contingent permanent status as a Registered Nurse Supervisor I Rehab.

Transfers: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service that is eligible for transfer under Section 70.1 of the Civil Service Law to Registered Nurse Supervisor I Rehab.

Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service if they have possession of a license and current registration as a registered professional nurse in New York State and two years of service in any Grade 18 or higher position that requires a registered professional nurse license; or one year of service in any Grade 20 or higher position that requires a registered professional nurse license.

NY HELPS Non-competitive minimum qualifications: Possession of a license and current registration as a registered professional nurse in New York State; and two years of post-licensure clinical nursing experience in an acute rehabilitation, acute inpatient critical care, or medical surgical setting.

Substitution: A master's degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a doctorate in nursing may substitute for two years of post-licensure clinical nursing experience.

Preferred Qualifications: The preferred candidate will have Advanced Cardiovascular Life Support (ACLS) certification, Bachelor of Science in Nursing (BSN), Bachelor of Science (BS) in health services or 30 credits towards a BSN or BS in health services along with supervisory experience. The preferred candidate will be assertive and self-directed with knowledge of Skilled Nursing Facility (SNF) regulations, Patient Review Instrument (PRIs), Minimum Data Set _MDS), Department of Health's annual surveys and have good communication skills. They will have managerial experience in staffing, scheduling and employee relations while demonstrating excellent leadership skills.

Non-Competitive Promotion: If there are three or fewer qualified candidates interested in the appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Health and have one year of permanent competitive service as a Grade 18 or higher position that requires a registered professional nurse license; or one year of service in any Grade 20 or higher position that requires a registered professional nurse license.

The posted salary range includes statutory hiring rate at step 4 and job rate for PS&T Grade 22 ($93,178 to $104,230), plus an additional geographic pay differential of $35,000 and downstate adjustment of $4,000.
