The OpportunityWSDOT is seeking a dynamic and experienced leader to serve as the Regionwide Maintenance & Operations (M&O) Superintendent for the Southwest Region's (SWR) M&O Program. As the highest-level manager for this program, this position directs multiple specialized units and work crews across seven counties, ensuring the safe, efficient, and sustainable operation of vital transportation infrastructure. In this role, you will manage complex maintenance operations including bridge and structure preservation, facilities management, pavement markings, and large sign maintenance, while fostering strong relationships with internal teams, partner agencies, and community stakeholders. The ideal candidate will demonstrate exceptional leadership, strategic planning, and decision-making abilities, with proven expertise in resource management, cross-functional coordination, and emergency response.
What to ExpectThe Regionwide M&O Program resources include a $13+ Million biennial budget, and 60 employees. Along with other members of the leadership team, this position is a champion and change agent for WSDOT's strategic goals of workforce development, resiliency, diversity, equity and inclusion. They support regional social justice and inclusion initiatives to help WSDOT create a workforce that represents the communities the agency serves.
Among the varied range of responsibilities held within this role, the Regionwide M&O Superintendent will:
- Direct one (1) Facilities Manager and three (3) Maintenance Supervisors in the scheduling and operations of the Regionwide office consisting of the Regionwide Facilities Team, Region Bridge Crew, Region Traffic Control Crew and Regionwide Pavement Markings and Sign Crew.
- Develop long-term requirements, including funding, fleet and staffing needs, program policies, support services and budget oversight for the Areas programs.
- Oversee the implementation of policies and practices that support employee diversity, career development, training and recognition. Administer WSDOT policies, labor contracts and work rules
- Assure coordination at the regional level with Program Management regarding project selection for inclusion in the Highway Construction Program.
- Approve and sign for but not limited to requests for leave, payroll registers, travel vouchers, correspondence, stores orders, field orders, property transfers, inventory adjustment, accident reports and invoice vouchers.
- Develop, solicit bids for, award and administer contracts for region level maintenance/preservation projects, asphalt and aggregate procurement, equipment rentals and miscellaneous goods and services.
- Direct the preparation of estimates and funds requests for roadway safety improvements and other special projects.
- Set standards for maintainability, approve and/or comment on preliminary construction plans, design reports, utility permits and franchises, road access connection permits and developer improvement projects.
- Develop plans for, manage and direct the response to natural and man-made disasters in the area; coordinate with the appropriate County EOC within the National Incident management System (NIMS) structure and direct field response.
QualificationsTo be considered for this opportunity, the following are required:
- Infrastructure Maintenance and Preservation: Extensive experience and knowledge of bridge, tunnel, facility, roadway, drainage, and right-of-way maintenance, including structural repairs, preservation techniques, and safety compliance.
- Traffic and Asset Management: Expertise in pavement markings, sign maintenance, traffic control operations, and managing transportation assets throughout their lifecycle.
- Leadership and Operations Management: Experience leading diverse teams, applying supervisory principles, and coordinating complex maintenance operations while managing multiple competing priorities.
- Emergency and Incident Response: Skilled in planning, directing, and coordinating responses to emergencies, weather events, and natural disasters.
- Regulatory and Policy Compliance: Strong understanding of permitting processes, ESA regulations, RCWs, WACs, departmental policies, and interagency coordination.
- Procurement and Resource Management: Proficient in budget development, supply chain management, procurement processes, and strategic planning to optimize resources.
- Construction and Technical Expertise: Ability to interpret and apply complex construction plans, Standard Plans and Specifications, and maintenance methodologies.
- Collaboration and Communication: Skilled in building consensus, fostering partnerships, and communicating effectively with staff, management, policymakers, and the public.
In addition to the competencies above, the following are also required:
- A valid driver's license.
- Ability to work at computer and telephone for long periods of time.
- Ability to make Field Assessments.
- Ability to take calls/manage and respond to emergencies 24/7.
It is preferred that qualified candidates also have:
- Management of large workforces, including management experience supervising multiple supervisors at multiple duty stations with multiple shifts.
- Experience in the development and management of complex budgets.
- NIMS ICS 100, 200 and 700 certifications.

Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
