Location: Washington, DC

Salary Range: $165K to $190K

Position Description: Regional Project Manager
  • Lead the execution and scaling of regional Telecommunications Utility and Grid projects supporting U.S. Navy installation telecommunications infrastructure, ensuring alignment with mission requirements, modernization objectives, and long-range sustainment strategies.
  • Serve as the senior lead for a portfolio of regional telecommunications infrastructure projects, overseeing planning, engineering, deployment, operations, maintenance, lifecycle modernization, and capital improvement initiatives across multiple installations.
  • Provide executive-level leadership and stakeholder engagement across Navy leadership, installation organizations, and industry partners, coordinating complex regional projects involving military construction, infrastructure investment, and telecommunications utility governance.
  • Act as a business-to-technology translator, aligning operational, engineering, and leadership priorities while implementing governance frameworks, roles and responsibilities, and organizational accountability across regional telecommunications programs.
  • Lead regional modernization projects involving Outside Plant (OSP), premise cabling, fiber-optic infrastructure, optical/IP networking, routing and switching, and telecommunications utility systems to meet performance, security, resiliency, and availability requirements.
  • Direct regional sustainment and operational projects, including break/fix services, outage restoration, service delivery, and facility power integration, ensuring mission-critical telecommunications capabilities remain available and reliable.
  • Ensure all regional projects comply with federal laws, FCC regulations, DoD instructions, Navy standards, safety requirements, and QA/QC processes, including risk management, engineering reviews, lifecycle documentation, and infrastructure asset management.
  • Lead deployment and integration of a government-controlled Operational Digital Twin (ODT) across the region, supporting infrastructure visibility, engineering decision-making, resource planning, asset management, outage analysis, and mission assurance.

Minimum Qualifications
  • 15+ years of experience leading telecommunications utility infrastructure and network engineering initiatives, including OSP, premise cabling, optical/IP networking, routing and switching, network architecture, and troubleshooting.
  • 10+ years of experience managing technical teams, supervisors, and managers supporting complex telecommunications and infrastructure programs.
  • Proven experience managing large-scale, multi-site telecommunications infrastructure projects through planning, acquisition, implementation, modernization, operations, and sustainment phases.
  • Strong understanding of telecommunications engineering principles, infrastructure standards, lifecycle management, documentation, QA/QC practices, and safety compliance requirements.
  • Demonstrated ability to bridge engineering, infrastructure, operational, and business requirements to deliver reliable mission-critical telecommunications services.
  • Experience managing telecommunications operations, maintenance programs, outage restoration, service delivery, and infrastructure modernization initiatives across multiple locations.
  • Ability to manage multiple concurrent projects, priorities, and stakeholders within government, military, or mission-critical environments.
  • Strong leadership, communication, analytical, and stakeholder management skills with the executive presence to influence senior leaders, customers, and technical teams.

Security Requirement
  • Must possess, or be able to obtain and maintain, an active U.S. Government Secret (S) or Top Secret (TS) security clearance and all required access credentials.
