Regional Land Development Project Manager (Bend, OR)

Full Time

Purpose: The reason the job exists

The Land Development Project Manager is responsible for managing assigned land development projects from engineering design through delivery and warranty closeout. This position exists to provide consistent oversight and coordination across all phases of land development - ensuring that projects are completed within scope, on schedule, and within budget. The role serves as the primary point of accountability for project estimating, contracting, financial management, and schedule execution, working cross-functionally with trade partners, external vendors, and internal stakeholders to advance projects and resolve issues as they arise.

Estimating & Bidding
  • Prepare and refine project budgets at every stage - from early feasibility estimates to detailed, fully-informed budgets for approved projects - ensuring cost clarity as projects progress
  • Procure contractor bids and prepare comparison analyses for land development projects
  • Review engineering plans for accuracy and cost implications
  • Order required third-party reports including Phase 1 environmental, geotechnical, and traffic studies as needed
  • Obtain and execute contracts with trade partners and vendors

Cost Management & Financial Oversight
  • Develop and maintain accurate project budgets within land development software
  • Review invoices against project budget for accuracy and confirmation of work completed
  • Provide management with risk analysis pertaining to project scope and budget
  • Participate in postmortem project analysis to support continuous improvement on future estimates

Cash Flow & Schedule Management
  • Maintain cash flow forecasts and provide regular financial reporting to internal stakeholders
  • Build and maintain project schedules, coordinating sequencing across trades and disciplines
  • Communicate schedule updates, milestone changes, and critical path impacts to all relevant parties
  • Monitor task completion and hold trade partners accountable to deadlines

Project Execution & Site Oversight
  • Oversee construction site management for all assigned projects
  • Manage relationships with engineers, consultants, and site contractors throughout all project phases
  • Liaise with jurisdictional staff on permitting, inspections, and regulatory requirements throughout all project phases
  • Administer project-specific warranty and performance bonds from execution through closeout
  • Engage adjacent landowners on right-of-way acquisition, easement negotiation, and construction impacts related to assigned projects

Engineering, Entitlements & Lot Delivery
  • Review and facilitate plats for accuracy and improvement
  • Coordinate geotechnical sign-off on all lots prior to plat recording
  • Coordinate lot details with the Production team including driveways, grading, and utilities
  • Manage landscape installation for land development projects, as assigned
  • Assist Production with homebuilding efforts as needed

Requirements: The specific skills, experience, and certifications/education required to do the job
  • Bachelor's Degree in Construction Management, Civil Engineering or equivalent field preferred
  • 5+ years related experience in managing development for new communities preferred
  • Must be able to read and interpret construction documents, surveys and technical reports to maintain quality control and oversee all aspects of construction including underground utilities, paving, grading and drainage systems
  • Homebuilder experience a plus
  • Excellent organizational and multi-tasking skills with the ability to take direction and design input from others
  • Proficient in Microsoft Word, Excel, Outlook and other organizational software
  • Proficient in project scheduling and scheduling software
  • Strong background in project planning

Pay Range: $104,835 - $131,043 per year
