We're looking for an experienced GIS Program Manager to lead regional GIS programs supporting Navy shore infrastructure, installation readiness, asset management, resilience, and mission assurance. The ideal candidate has similar experience working in a DoD/Navy environment and understands how to navigate complex government programs and stakeholder requirements. This role requires someone who can work effectively with leadership, Public Works, Real Property, Environmental, Emergency Management, and other technical and business stakeholders while managing multiple projects, schedules, resources, deliverables, and priorities. Strong experience with ArcGIS Enterprise/Online, enterprise geodatabases, geospatial data management, GIS governance, and executive-level reporting is highly desirable.
- Lead and manage regional Geographic Information Systems (GIS) programs supporting Navy shore infrastructure, installation readiness, asset management, resilience, and mission assurance initiatives across the Southwest region.
- Oversee execution of GIS projects involving geospatial data collection, validation, maintenance, analysis, and management within enterprise geodatabases while ensuring compliance with Navy Data Model (NDM) and Data Collection Guidance (DCG) standards.
- Direct development, maintenance, and delivery of regional GIS products, including installation maps, utility maps, emergency management products, environmental planning products, and executive decision-support dashboards.
- Manage GIS project portfolios, schedules, resources, budgets, deliverables, metrics, and reporting requirements to ensure successful execution of customer and stakeholder objectives.
- Coordinate with Navy leadership, Public Works, Real Property, Asset Management, Environmental, Emergency Management, Planning, Design and Construction, and other regional stakeholders to support mission-critical business requirements.
- Provide technical leadership for ArcGIS Enterprise, ArcGIS Online, spatial databases, web GIS applications, data integrations, mapping frameworks, reporting tools, and geospatial technology modernization efforts.
- Establish and enforce GIS quality assurance, governance, data accuracy, security, and compliance standards while supporting audits, real property reconciliation, and authoritative geospatial data management.
- Serve as the primary customer interface and regional GIS program representative, providing executive briefings, status reporting, strategic planning, risk management, and project oversight across multiple Navy installations.
Minimum Qualifications- Bachelor's degree in Geography, GIS, Geospatial Science, Engineering, Computer Science, Planning, Environmental Science, or a related discipline; master's degree preferred.
- 8+ years of GIS, geospatial, or installation asset management experience, including enterprise GIS administration, spatial data management, and geospatial analysis.
- 5+ years of project or program management experience supporting government, DoD, Federal, utilities, infrastructure, or large-scale geospatial programs.
- Demonstrated experience with ESRI technologies including ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, geodatabases, web mapping applications, and spatial analytics tools.
- Proven ability to manage GIS data collection, quality control, database maintenance, mapping production, reporting, and enterprise geospatial systems.
- Experience leading multidisciplinary teams and coordinating stakeholders across engineering, facilities, real property, utilities, environmental, and operational organizations.
- Strong leadership, communication, customer engagement, analytical, and organizational skills with the ability to translate technical concepts into business-focused outcomes.
- Professional certifications such as PMP, GISP, ESRI Technical Certification, or equivalent are highly desired.
Security Requirement- Must possess, or be able to obtain and maintain, an active U.S. Government Secret security clearance, Common Access Card (CAC), and all required government access credentials.
