The regional counsel provides advice and counsel to department and district staff on many interesting legal issues, conducts litigation, and supervises the activities of the Regional Counsel Office.

Responsibilities - What you'll do

What you'll do:
  • Litigates cases in the practice areas of risk management and "dangerous condition" of public property claims; acquires property rights for the agency using the eminent domain process; monitors litigated cases to ensure proper prioritization, preparation, and timely prosecution of claims; conducts arbitrations, jury trials, hearings, briefs and argues cases to the appellate courts; reviews trial reports and settlement requests; and exercises settlement authority as delegated by the chief counsel.
  • Supervises and directs the work of professional and support staff; evaluates performance and makes recommendations on employment, promotion, transfer, disciplinary action, and discharge consistent with equal employment opportunity principles and the department's affirmative action plan.
  • Trains legal staff in trial preparation, technique, and substantive law, monitors work progress and serves as resource for other counsel.
  • Works closely with district staff as legal resource on project development, risk management, and human resources matters; provides counsel and advice to district staff; and develops and trains witnesses for litigated matters.
  • Meets Chief Counsel's Office goals and performance measures.

Minimum Qualifications
  • Juris Doctor (JD) degree from a law school accredited by the American Bar Association.
  • Admitted Member of the Missouri Bar Association.
  • Seven years of practice as an attorney.
  • Litigation experience regarding condemnation/inverse condemnation and tort liability cases.
  • Supervisory experience.

Special Working Conditions
  • Maintains attorney-client privilege.
  • Supervise attorney, paralegal and executive assistant staff.
  • Requires occasional travel, including statewide overnight travel.
