The Opportunity

Reporting to the Senior Manager, Liquids Pipelines Control Center, the Regional Control Center Manager is accountable for the safe, reliable, and compliant operation of in-service assets within an assigned region. This role provides day-to-day operational leadership in a 24/7 control center environment, ensures operational readiness, leads controller/supervisor performance and development, and maintains inspection-ready compliance and governance for regional operations.

What You'll Do

Operational Accountability
  • Accountable for safe, reliable, and compliant operation of in-service assets in the assigned region, ensuring disciplined execution of control room procedures and sustained operational readiness.
  • Maintain continuous situational awareness of system conditions, recognize developing risk signals, and escalate operational risks through defined channels to support timely, conservative decision-making.
  • Own day-to-day operational leadership for the region and ensure effective coordination with field operations and supporting functions as required.


People Leadership & Performance
  • Lead training, development, and performance management for controllers and shift supervisors within the region; reinforce safety culture and procedural compliance.
  • Ensure personnel understand how to apply procedures, respond to abnormal operating conditions, and meet regulatory expectations.
  • Support staffing readiness and capability planning within the region, including coaching and succession planning as needed.


Regulatory Compliance, Governance & Change Management
  • Ensure regional operations remain compliant with Control Room Management requirements and other applicable regulations; keep operational practices, documentation, and records inspection-ready.
  • Participate in operational governance and change management by reviewing and approving relevant system changes impacting the region and ensuring readiness for procedural, system, or asset changes prior to implementation.
  • Drive consistent application of standards and controls across shifts and personnel to reduce variability in execution.


Emergency Response & Incident Management
  • Provide leadership during abnormal or emergency operating conditions; coordinate between controllers, shift supervisors, field operations, support teams and leadership to support effective response and communication.
  • Ensure incident learnings translate into corrective actions and sustained operational improvements.


Continuous Improvement & Collaboration
  • Identify improvement opportunities, support implementation of better tools and processes, and collaborate with peers and cross-functional teams to drive consistency across regions.
  • Promote a continuous improvement mindset by tracking recurring issues, implementing corrective actions, and sharing best practices.


Minimum Qualifications
  • Demonstrated leadership experience in pipeline operations, control center/SCADA-supported operations, or a similarly regulated 24/7 operating environment.
  • Strong working knowledge of control room management expectations, including PHMSA Control Room Management requirements, and applicable regulations/standards.
  • Strong communication, stakeholder engagement, and technical documentation skills.
  • Brings one or more of the following competencies to strengthen the LPCC: engineering experience, hands-on pipeline or control center operational experience, or direct PHMSA Control Room or Alarm Management experience.
  • Proven ability to lead through ambiguity, manage operational risk, and drive continuous improvement in a high-consequence environment.


Preferred Qualifications
  • Prior experience leading regional operations coverage (people leadership and operational accountability) in a control center setting.
  • Experience with operational governance forums (e.g., change review/approvals, readiness reviews) and cross-functional coordination with Field Ops, Engineering, and Projects.
