Recruitment Specialist

You will join a team that team is essential to attracting top talent to Canada's Central Bank. As a Recruitment Specialist, you will lead full-cycle recruitment while acting as a trusted advisor to hiring managers, HR business partners, coordinators, and other stakeholders. You will provide strategic recruitment advice, develop sourcing and outreach strategies, and help attract high quality talent aligned with the Bank's talent needs and Equity, Diversity and Inclusion priorities.

You will also contribute to key recruitment programs and initiatives, including student and graduate recruitment campaigns, outreach activities, and broader HR or Bank-wide projects. Our team is focused on evolving recruitment practices to be more innovative, data-informed, and candidate-focused and we are looking for someone who wants to help shape that future.

What you will do
  • Lead full-cycle recruitment for a variety of roles and portfolios across the Bank.
  • Act as a strategic recruitment partner to hiring managers by providing advice and coaching on process requirements, best practices, job postings, as well as sourcing and assessment strategies.
  • Support and oversee the overall coordination of recruitment programs and initiatives, including student and university recruitment campaigns, internships, outreach activities, and related working groups.
  • Build and maintain relationships with external partners, including academic contacts (e.g., career centres, professors).
  • Capture and maintain recruitment data and use dashboards and market insights to support reporting, identify trends, assess programs and services, inform sourcing strategies, and improve recruitment processes and service delivery.
  • Proactively identify opportunities to improve recruitment processes, tools, and practices, and contribute to change initiatives that support a more agile and effective recruitment function.
  • Lead or contribute to HR, cross-functional or Bank-wide projects and initiatives, providing recruitment advice and expertise.


What you need to succeed
  • Demonstrated experience leading recruitment and recruitment programs, including developing outreach strategies, and building strong internal and external partnerships.
  • Excellent attention to detail with the ability to plan, organize, and adapt as priorities shift.
  • Ability to manage multiple recruitment files and initiatives.
  • Strong communication, consultation, and relationship-building skills with the ability to work effectively with diverse partners at all levels and across functions.
  • Experienced using generative AI (e.g. Co-Pilot, ChatGPT) and sourcing tools (e.g. LinkedIn Recruiter) to improve efficiency and outcomes.
  • A proactive, self-directed approach with sound judgment, curiosity, and the ability to adapt as priorities, tools, and recruitment practices evolve


Nice-to-have
  • Experience recruiting for difficult to hire positions and developing creative sourcing strategies.
  • Experience using SAP SuccessFactors Recruitment Module, SmartRecruiters and/or other Applicant Tracking Systems
  • Experience partnering with external staffing agencies or executive recruitment firms and managing vendors through a recruitment project.


Your education and experience
We are ideally seeking candidates with a college diploma or university degree in a relevant domain (Human resources, Business administration, etc.) with at least 3 years experience leading recruitment processes, or equivalent experience.

Language requirementThe Bank's work environment is conducive to the use of both of Canada's official languages - English and French. The position language requirement is Level 5 (Fully Functional). Hybrid Work Model

  • Salaries are based on qualifications and experience and typically range from $94,195 to $110,820 (job grade 16)
  • The Bank offers an incentive for successfully meeting expectations at 5 to 7% of your base salary. The Bank offers additional performance pay (3%) for those who exceed expectations. Exceptional performers who far exceed expectations may be eligible for higher performance pay.
