POSITION DUTIES:The Recreation Supervisor, Community Development and Subsidies, is responsible for managing the day-to-day activities related to the Recreation Division's community development and subsidy programs. This centralized role is also responsible for providing leadership and guidance to a team of full time and part time staff through coaching, goal setting, performance management, recruiting, hiring, training and professional development. The Recreation Supervisor role takes part in support of the City strategy of enhancing quality of life through excellence in the delivery of recreational activities.
Community Development & Subsidies - Provides strategic direction for capacity-building initiatives that support inclusive, high-quality community-led events and initiatives.
- Contributes to the development of tools, guidance, and supports that help community organizations navigate municipal processes.
- Leads implementation and stewardship of partnership approaches identified through departmental planning, supporting consistent, sustainable, and collaborative relationships with community interest holders.
- Applies an equity and inclusion lens to community development practices to ensure municipal supports are accessible and responsive. Leads the development, implementation, oversight, and continuous improvement of municipal subsidy programs, including intake, evaluation, allocation, monitoring, and reporting.
- Supports sustainable funding approaches for events and programs, including sponsorship and grant opportunities, in alignment with Council-approved plans and departmental priorities.
- Leads and oversees the department volunteer program, ensuring effective tools, procedures, training, and risk management practices are in place.
- Leads and directs staff and volunteer work planning across the events, subsidy and community development portfolios, including assigning work, setting priorities, monitoring performance, and supporting development.
- Monitors performance, emerging trends, and risks across the events, subsidy and community development portfolios, supporting continuous improvement.
- Oversees administrative and financial processes in alignment with corporate policies, procedures, and service standards.
- Supports the preparation of Council reports, briefing notes, and internal communications related to events, subsidies, and community initiatives.
Events, Program Development and Support- Direct delivery of programming, events and services through program teams to meet the needs of the communities (schools, special events, provincial programs).
- Partnership engagement, establishment and management to foster program development and delivery to address community needs.
- Implement outreach services to the surrounding community and establish a presence within the community.
- Supports the Community Development and Partnership team with divisional initiatives
- Tracks trends and use knowledge management practices, best practices, changing community needs to ensure appropriate service delivery.
- Accountable to manage business and marketing plans, operating budgets, financial systems and revenue generation while working with internal department staff and external community resources.
- Develop work plans and allocate resources to ensure programs and services meet community needs and revenue projects are achieved.
- Provide timely communication and input on capital and operating budgets
- Monitor monthly capital and operating budgets and make recommendations when required.
- Ability to manage, control and monitor multiple budgets and allocate assets and resources
- Prepare various reports and presents to elected officials and leadership team
- Participate in related corporate projects and initiatives ensuring the needs of recreation are represented and the skills from the division are offered and applied.
Strategic Leadership & Staff Development - Provides daily supervision, coaching and guidance to team which includes part-time and full time, non-union and unionized staff and volunteers to increase morale, innovation, productivity to meet business needs
- Responsible for setting goals and schedules for staff, using judgement and discretion.
- Discerns when to involve more senior staff, politicians or other stakeholders.
- Incorporating and strengthening collaboration and interdisciplinary teamwork.
- Responsible for Human Resources administration, including recruitment of full-time and part-time staff, compensation, performance evaluations, progressive discipline and dismissal.
Problem Solving and Decision Making- Must be able to recommend and support strategies that have been implemented that impact service delivery and development initiatives.
- Must be able to calmly, competently and professionally deal with customer satisfaction issues and personal problems as they arise daily.
- Must be able to prioritize tasks for self and others, and show flexibility and adaptability, especially during high demand periods.
- Escalates complex, highly visible and uncertain problems to Manager for resolution.
- Put in place processes, training, action plans and follow-up processes to respond effectively to emergencies and incidents.
- Develop and implement a customer service plan to ensure quality service to users, maintaining the corporate image and ensuring that the business programs and services are profiled in a positive manner.
SELECTION CRITERIA Education:- University degree or college diploma in a relevant discipline;
Experience:- Minimum of 5 years' experience in a related field.
- Minimum of 5 years of supervisory experience, preferably in a unionized environment
Mandatory Requirements:- Demonstrated experience successfully working with community organizations
- Ability to understand and react to financial statements including budgets;
- Excellent public relations skills and ability to effectively deal with the public;
- Ability to lead, coach, motivate, discipline and develop employees;
- Able to successfully develop, lead and work within a customer-service oriented team environment;
- Ability to establish positive working relationships within the division and organization;
- Well-developed time management and organization skills;
- Working knowledge of relevant legislation;
- Proficiency in MS Office, Perfect Mind or related registration and booking software
Working Environment:- No adverse conditions
- Local travel, access to a class G license and vehicle
- Ability to work evenings and weekends and Statutory Holidays when required to attend events, meetings, view and participate in programs first-hand
- Required to be available on call after core business hours, as needed
