This position supervises daily operations of all Aquatics programs offered by the Recreation division; responsible for development, implementation and evaluation of the services, programs and activities in specific program area and oversees the work of assigned staff; provides responsible budget monitoring; provides facility maintenance coordination

assistance for assigned areas and assists management with long-term goal development. Additionally, this position will be responsible for being actively involved in outreach to the City, Division and Community to further the goals of the Aquatics Section, the Recreation division, and the City of Eugene.

Examples of Duties Performed - Duties may include but are not limited to the following

  • Develops, organizes, implements, supervises and evaluates a variety of program activities and services in the assigned area; implements program guidelines and procedures; supervises scheduled activities and programs.
  • Plans, prioritizes, coordinates, assigns, supervises, and reviews the work of regular and temporary employees, volunteers, interns, and work study students.
  • Responsible for the daily operation of the facility; assigns staff schedules and signs staff timesheets; and reviews and approves schedule changes and time off requests.
  • Develops, reviews, and updates program policies, procedures, and service standards.
  • Monitors and evaluates the quality, responsiveness, efficiency and effectiveness of assigned city recreation programs, service delivery methods and procedures; works with staff on continuous improvement of assigned program; researches new developments in the assigned program area; and participates in community group meetings, community partnership development, and make public presentations as requested.
  • Provides maintenance coordination assistance for facility; including work order submissions, facility project coordination, potential need for capital improvements and acts as primary contact for all site security and closure issues related to the facility.
  • Reviews rental agreements and community partner applications; and assigns staff to assist with contract administration.
  • Prepares and manages the general fund budget for the assigned facility; monitors and oversees attendance and registration data; prepares quarterly budget projections and works with peers and the Section Manager in balancing the Section Budget.
  • Works with the Recreation/Cultural Services Marketing team to market and promote services to the public.
  • Is responsible for additional marketing or public information that falls outside the scope of the marketing team.
  • Ensures the safety of patrons and the public; assigns staff to perform equipment and vehicle maintenance and safety inspections; and creates and submits quarterly safety report for management.
  • Monitors and maintains accurate records and generates reports involving expenditures; including approval of petty cash disbursal; purchases of equipment and supplies; orders and procurement card expenditures; and provide additional information and reports as requested.
  • Works cooperatively with members of the department, City, public/private agencies, schools, and community groups to provide a balanced program in assigned areas.
  • Serves as a liaison to the community; responds and resolves questions and concerns from the general public and patrons regarding the programs offered.
  • Attends and serves on City committees and task teams; participates in department division and team meetings.
  • Performs other related duties as assigned.

Minimum Qualifications
Experience
Three years of experience in the implementation of recreational, social and cultural programs and/or services directly related to multigenerational and older adult or senior programs and services.
One year of lead worker experience preferred.

Education
Equivalent to a Bachelor's degree from an accredited college or university in recreation, therapeutic recreation, human services, or a closely related field.

Background
Must pass a background check.

License
Valid Oregon driver's license (or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
Certifications
  • American Red Cross Lifeguarding Certification or the ability to obtain within 6 months of hire.
  • American Red Cross Lifeguarding Instructor Certification or the ability to obtain within 12 months of hire.
  • American Red Cross Lifeguarding Instructor Trainer Certification is desirable.

Supplemental Information

Working ConditionsWorks is typically done inside and involves sitting, standing, walking, reaching, kneeling, twisting, and lifting 25 lbs. The position requires repetitive hand movement in use of a computer and fine coordination in writing reports and notes. The position also includes ability to read reports and hearing and speaking when interacting with the public and others. May require travel other sites, drive a vehicle and work hours outside of regular schedule. May be exposed to fumes or airborne particles, toxic or caustic substances, outside weather conditions, excessive noise, and dampness/humidity.

Bilingual Pay BenefitThis benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City's Employee Resource Center division.

Non-Represented Retirement Program
Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees' Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.

From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296.
