Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category and/or Critical Need Positions (Real Estate Personnel) to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This announcement is to fill like or similar positions for the Baltimore or New England District. The mission is to deliver engineering services to strengthen our Nation's security and economy, and to reduce risks from disasters.

Duties

Help

  • Oversees all planning, management, and execution of Baltimore or New England District's Real Estate Programs in support of multifunctional civil, military, and IIES missions.
  • Exercises both technical and administrative supervision of Division staff, performs personnel management functions, and ensures availability of trained and qualified staff to carry out missions.
  • Responsible for short and long range planning, programming, budget execution, and direction of assigned functions and responsibilities of the District's Real Estate Program.
  • Applies knowledge of real estate laws, principles, policies, and procedures in the administration of all real estate transactions and projects to ensure compliance and achieve mission objectives.
  • Represents the District as the senior Real Estate advisor/expert in various forums, conferences, and meetings with key military and civilian personnel, leaders in external agencies, varying levels of Government officials, and contractors.

  • Must undergo a background investigation to obtain and maintain a Secret security clearance for this position. (*New England District)
  • The incumbent of this position must be able to obtain and maintain a Top Secret/SCI security clearance. (*Baltimore District)
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Appointment to this position is subject to a one-year supervisory probationary period unless the appointee has previously met the requirements.
  • Business-related travel away from the official duty station up to 25% of the time on an annual basis.
  • This position is designated as a drug testing program position. Refraining from illegal drug use and submitting to drug testing, when directed, are conditions of employment. (*Baltimore District)
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License within 30 days of employment.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Incumbent must obtain a Level II Real Estate Contracting Officer Warrant within 24 months of initial hire and maintain that warrant through continuous learning.
  • Incumbent must complete a GSA certification program for Lease Contracting Officers within 24 months of employment and maintain that certification throughout employment.
  • This position is considered Key and the position prohibits the position from being vacated during a national emergency or mobilization and cannot be filled by Ready Reservists or military retirees with recall obligations. (*New England District)

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes;1) directing the real estate activities of a major organization or government agency; 2) advising on real estate policies and/or directives; 3) overseeing real estate work that involves planning, appraisal, acquisition, or disposal of real estate interest; and 4) managing personnel required to transact real estate projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted
