Sayres is seeking an experienced RATT Program Manager in San Diego, CA with a SECRET clearance, verifiable in DISS.

Position Summary

The RATT Program Manager (PM) is responsible for the overall management, coordination, and execution of the Ready Aegis Technical Team (RATT) contract in support of U.S. Pacific Fleet (PACFLT) operations. The PM will ensure adequate staffing levels are maintained and strategically balanced to support multiple concurrent events, meeting critical operational schedules and mission requirements.

Responsibilities
  • Manage and oversee the RATT workforce supporting PACFLT ships across multiple geographic locations.
  • Plan, coordinate, and allocate personnel resources to meet simultaneous event requirements, operational commitments, and contractual performance objectives.
  • Provide leadership, direction, and supervision to ensure timely and effective execution of all contract requirements.
  • Monitor workforce utilization, scheduling, and readiness to maintain uninterrupted support for fleet operations.
  • Serve as the primary interface with Government representatives, stakeholders, and subcontractors regarding contract performance and staffing requirements.
  • Ensure compliance with contract terms, performance metrics, quality standards, and reporting requirements.
  • Manage a large-scale, geographically dispersed contract effort, coordinating resources, schedules, budgets, and deliverables across multiple locations.
  • Identify and mitigate risks that could impact mission success, staffing levels, or contractual performance.

Qualifications
  • Minimum 15 years of management experience of various labor categories and monitoring performance of federal Government service contracts.
  • Project Management Professional (PMP) certification.
  • Senior Navy ship leadership experience as a Surface Warfare Officer and Commanding Officer of a U.S. Navy warship.
  • Senior Navy ship engineering leadership experience as a Chief Engineer of a U.S. Navy warship.
  • Maintenance or training staff experience (TYCOM, ISIC, ATG, or equivalent).
  • Thorough understanding of Navy depot-level maintenance processes.
  • Post-graduate degree from an accredited university in management or a technical field
  • 25+ years of experience highly desired.


Occasional travel may be required. Support is primarily based in San Diego, CA, with occasional travel to Navy fleet concentration areas including Everett, WA; Pearl Harbor, HI; Sasebo, Japan; Yokosuka, Japan; and Singapore, as well as other customer locations as required.

Salary Range: $90,000-$140,000, commensurate with experience.Compensation will be determined based on experience, qualifications, and market considerations.
