Job Description

We are seeking an accomplished Railroad Planning & Engineering Specialist to provide strategic and technical leadership supporting transportation infrastructure planning, engineering oversight, and implementation advisory services.

Position Overview

The Railroad Planning & Engineering Specialist will serve as a senior technical advisor supporting the Client and project stakeholders in the monitoring and evaluation of rail-related infrastructure investments. The specialist will provide expert guidance on railroad planning, engineering design, construction implementation, operations, maintenance, and institutional considerations associated with large-scale transportation investments.

The successful candidate will bring deep expertise in railway systems development within integrated multimodal transportation and logistics networks and will support technical reviews, risk assessments, implementation monitoring, and strategic planning activities throughout project execution.

Key Responsibilities
  • Provide senior-level technical advisory services for railroad and intermodal transport infrastructure projects under the compact.
  • Review and assess rail planning, engineering designs, construction methodologies, implementation schedules, and technical documentation for compliance with project objectives and applicable standards.
  • Support monitoring of project implementation to ensure alignment with Client requirements, Conditions Precedent, environmental and social commitments, and international best practices.
  • Advise on railroad master planning initiatives, corridor development strategies, and long-term capital investment programs.
  • Evaluate operational and maintenance considerations associated with railway infrastructure investments, including lifecycle sustainability and asset management.
  • Analyze institutional, legal, regulatory, and policy frameworks impacting railway development and public-sector infrastructure delivery.
  • Assess fiscal and investment risks related to transportation infrastructure programs and recommend mitigation strategies.
  • Coordinate with multidisciplinary teams including engineering, environmental, social safeguard, procurement, and financial specialists.
  • Prepare high-quality technical reports, assessments, presentations, and briefing materials.
  • Participate in stakeholder meetings, workshops, technical consultations, and field missions in Indonesia as required.


Qualifications

Required Qualifications
  • Advanced degree in Civil Engineering, Transportation Engineering, Railway Engineering, or a related field.
  • Minimum of 15 years of progressively responsible experience in railroad planning, design, and construction.
  • Demonstrated expertise in railroad development and engineering within intermodal transportation and logistics systems.
  • Strong experience in railway master planning and long-term capital improvement programming.
  • Comprehensive understanding of railway operations and maintenance practices.
  • Knowledge of legal, regulatory, institutional, and public investment frameworks associated with transportation infrastructure development.
  • Experience assessing infrastructure investment risks, including fiscal and implementation considerations.
  • Excellent analytical, organizational, and problem-solving capabilities.
  • Exceptional written and verbal communication skills in English.
  • Ability to work effectively with international stakeholders, government counterparts, donors, and multidisciplinary consulting teams.

Highly Desired Qualifications
  • Licensed Professional Engineer (PE) or equivalent professional certification.
  • Prior experience supporting U.S government funded programs or similar international donor-funded infrastructure initiatives.
  • Professional experience in Indonesia and/or South or Southeast Asia.
  • Experience working in complex international development or emerging market environments.
  • Familiarity with environmental and social compliance considerations associated with large infrastructure projects.
