Overview:

The radioisotope program is the largest production and research portfolio within the Department of Energy Isotope Program (DOE IRP) and uses the unique facilities at ORNL to produce and study radioactive materials with applications in medicine, science, national security, and industry. The Radioisotope Projects Integration Manager serves as a principal project management partner to the Radioisotope Program Manager and shares responsibility for the operational integration of the portfolio. The position provides portfolio-level management for project execution, technical maturation, resource and budget planning, performance management, reporting, and continuous improvement across a diverse set of radioisotope production and R&D activities. Working through matrixed technical, project, operations, project controls, and finance teams, the Radioisotope Projects Integration Manager establishes and improves management methods and portfolio-wide guidelines; coordinates priorities and dependencies across projects; and ensures key deliverables are achieved safely, on schedule, within scope, and within budget. The position directs knowledge-transfer and organizational-learning activities needed to preserve critical technical capability and strengthen workforce continuity.

The Radioisotope Projects Integration Manager is fully engaged in portfolio strategy, operational planning, assessments, and key client and stakeholder relationships, including interfaces with the DOE Isotope R&D and Production Program Office, ORNL senior management, researchers, and operations leadership. The incumbent is authorized to act for the Radioisotope Program Manager during periods of absence.

Major Duties/Responsibilities:

• Serve as an advisor and strategist for Radioisotope Program Manager, providing day-to-day management, operational integration, and strategic oversight for the Radioisotope Program and acting for the Program Manager when delegated or during periods of absence.
• Lead portfolio-level planning and coordination across radioisotope production and R&D projects, establishing priorities, resolving cross-project dependencies, monitoring performance, and directing corrective actions needed to achieve programmatic milestones and client commitments.
• Develop, implement, and continuously improve portfolio-wide project management methods, governance, performance expectations, reporting practices, and decision processes in coordination with senior management, project leads, project controls, finance, and line organizations.
• Direct the development and implementation of clear technical maturation guidelines and decision criteria for radioisotope technologies and production capabilities, including expectations for readiness, risk reduction, transition, and integration into operational execution.
• Oversee the planning, execution, and completion of radioisotope projects and integrated work packages, ensuring work is performed safely, on schedule, within approved scope, and within budget while appropriately managing technical, operational, cost, and schedule risk.
• Provide management direction and technical guidance to matrixed researchers, engineers, technicians, project leads, and support staff on portfolio execution, annual cost studies, production planning, resource needs, performance reporting, and issue resolution.
• Coordinate portfolio budgets, cost forecasting, resource allocation, and integrated planning activities; identify emerging resource constraints and recommend actions or tradeoffs to the Radioisotope Program Manager and division leadership.
• Direct Knowledge Management and knowledge-transfer processes that capture and transfer critical technical knowledge, operating experience, lessons learned, procedures, and best practices across projects and generations of staff to strengthen organizational continuity and workforce development.
• Lead or coordinate internal and external assessments, program reviews, management reviews, and improvement initiatives; ensure findings, commitments, and lessons learned are translated into sustained program improvements.
• Represent the Radioisotope Program in senior-level internal and external meetings and maintain effective working relationships with DOE program leadership, ORNL senior management, partner organizations, customers, and multidisciplinary technical and operations teams.
• Support portfolio growth and strategic planning by identifying opportunities, evaluating technical and programmatic readiness, and integrating new work into the broader radioisotope mission and execution framework.

Basic Qualifications:

• BS degree in Nuclear Engineering, Physics, Chemistry, or a related technical field.
• 12+ years of progressively responsible experience in radioisotope management, nuclear operations, research program management, project management, or a related field.
• Demonstrated experience leading complex technical programs or portfolios through matrixed organizations, including responsibility for scope, schedule, budget, risk, and deliverables.
• Demonstrated ability to develop and implement management processes, technical or programmatic guidelines, and continuous-improvement practices across multiple projects or teams.
• Strong analytical, organizational, decision-making, and problem-solving skills.
• Excellent written and verbal communication skills, including the ability to communicate effectively with senior leadership, technical staff, clients, and external stakeholders.

Preferred Qualifications:

• MS degree in Nuclear Engineering, Physics, Chemistry, or a related technical discipline.
• Line management, program management, and/or project management experience, including leadership of senior technical staff or multidisciplinary matrixed teams.
• Experience supporting DOE nuclear and radiological facilities and working with DOE program offices or comparable federal sponsors.
• Experience establishing project-management frameworks, technical readiness or maturation criteria, portfolio governance, or knowledge-management systems.
• Experience with business planning, program growth, client relationship management, and strategic resource planning.
• Thorough knowledge of the DOE Isotope R&D and Production Program Office and ORNL Radioisotope Program, including the technical, operational, and programmatic interfaces that affect portfolio execution.
• Ability to manage and integrate multiple complex priorities in a regulated environment, exercise sound judgment, and make or recommend decisions with significant programmatic impact.
• Experience developing and managing program budgets, cost forecasting, resource allocation, performance metrics, and integrated execution plans.
• Strong leadership, delegation, influencing, and team-coordination skills, with the ability to direct work through matrixed organizations and align multiple organizations around common objectives.
• Ability to develop clear policies, procedures, guidelines, and project-management methods and to drive consistent adoption across a broad technical portfolio.
• Ability to build and sustain effective relationships with executive leadership, DOE stakeholders, customers, researchers, operations organizations, and multidisciplinary technical teams.
• Ability to translate portfolio strategy into actionable priorities, management expectations, and measurable outcomes while maintaining focus on safe, reliable, and mission-aligned execution.

This position is located in Oak Ridge, Tennessee and requires onsite presence. We offer a flexible work environment that supports both the organization and the employee. A hybrid/onsite working arrangement may be available with this position, which provides flexibility to work periodically from your home, while reporting onsite to the Oak Ridge, Tennessee location on a weekly and regular basis.
