Description The Tax Office seeks to accurately and impartially appraise all property in accordance with applicable state laws and to collect all ad valorem taxes.
An hourly salary range of $37.50 to $43.59 is anticipated for this position. Examples of Duties The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform.
- Performs all education/training support for the Tax Office, including Collections, Personal Property Division, Real Property Division, QCE, and Mapping. Coordinates with staff and management to schedule classes/ trainings, including travel arrangements.
- Leads in creating and updating manuals quarterly, documents, and implementation of all training needs for the Tax Office.
- Prepares training, reports, and correspondence pertinent to implementing training sessions. Evaluates, creates, and implements the training needs of staff for all divisions, including creating 12 training sessions annually: 2 of these training courses must be in-depth presentations instructed by Quality & Training.
- Gather and organize data relating to property appraisal correction and work in progress. Track improvement in assessment quality over time. QC appraisal for all real and personal property types, including business personal property. QC all divisions of the Tax Office. Communicate the results of the quality control audit and training to staff and management.
- Develops assessments and data collection methods to identify service delivery/compliance problems and participates in system process improvement.
- Monitors new developments and procedure changes by legislation, court proceedings, internal policy changes based on internal audit and review, or QA/QC recommended changes. Leads in training staff and new Tax employees on new processes and procedures.
- Formulates and recommends policy procedures; performs annual policy reviews and tracks requested changes and updates.
- Conducts internal audits of procedures and policy compliance to identify risks as part of a continuous improvement program for all divisions of the Tax Office.
- Build partnerships by identifying opportunities and taking action to build strategic relationships between Quality & Training and other areas, teams, and departments to help achieve the Tax Office's (Strategic Planning) business goals.
- Performs Site Visits for the levy of business personal property and leads in the auction of business personal property. Collaborate with Collections and other staff to complete the levy/auction of business personal property.
Minimum Qualifications - Bachelor's Degree and three (3) years of experience in a County Tax Office or three (3) years of experience in Mass Appraisal.
- Associate's Degree and four (4) years of experience in a County Tax Office or four (4) years of experience in Mass Appraisal.
- High School Diploma and five (5) years of experience in a County Tax Office or five (5) years of experience in Mass Appraisal.
