PPL Quality Operations Specialists are responsible for development and implementation of Quality activities within the area of Quality Assessments, Quality Surveillance, Non-conformances, Root Cause Analysis, Corrective/ Preventive Actions, Continual Improvement, and Area / Project Quality Support. The PPL Quality Ops Specialist may function in multiple capacities, including QA/QC Engineer depending on the region, project site or facility.
Reports directly to the Project Manager and regularly interfaces with Corporate and Area Functional Leads, Area Welding & QA Managers, Area Quality Managers, in addition to Project / Fabrication Shop Quality Managers.
Responsibilities
The PPL Quality Operations Specialist typically supports an individual project, multiple projects, or a fabrication facility. Since this role can act in various capacities, as indicated above, the responsibilities described below may vary, subject to a specific assignment. The role is an individual contributor role but may supervise welding and inspection Technicians and/or Supervisors.
37Contributes to continued improvement area initiatives.37Assists Quality Managers/Area Quality Leads in deploying Quality program initiatives.37Conduct internal quality audits, as per area/project quality audit plan, when assigned.37Provide assistance for obtaining applicable certifications, such as ASME, ISO, etc.37Provide training to other project or shop personnel, as necessary.37Responsible for understanding project requirements related to Welding and QA/QC and assuring compliance.37Reviews client and project specifications to identify quality requirements and control points, and develops Inspection and Test Plans (ITPs) and other relevant site quality forms.37Understand Sub-contract agreement requirements.37Understand local regulatory requirements related to quality.37Prepares and maintains project deliverables, based on the organization's management system and project requirements.37Coordinates welding and QA/QC engineers and inspectors to ensure completion of any inspection and testing.37Maintains project records, as per the organization's records management system.37Ensure sufficient QA/QC resources are available to support all Project Processes; thus, including Design,
37Procurement, Fabrication, Supplier Surveillance, Receiving, Handling & Storage, Construction and Commissioning.37Report Project Quality performance (KPI's) to Area Quality Manager and Area Welding & QA/QC Manager.37Manages non-conformances and corrective actions, including root cause analysis, as applicable.37Prepares and submits weekly, monthly quality reports to Operations and Functional management.37Advise Project Team on all QA/QC issues37Coordinates NDE activities at project site or shop.37Maintains up-to-date qualifications and certifications for welders, welding operators, NDE technicians, as applicable.37Contributes to a positive project or Shop Safety Culture.
Local Requirements
This position is hybrid / remote with periodic travel to the project site in Newport, Oregon. During on-site periods, the role involves field work and extended periods outdoors, at heights, and in confined spaces, in accordance with OSHA requirements. Additional considerations as required by the work location.
Qualifications
377+ years of QA/QC experience on industrial or heavy construction projects (e.g., aboveground storage tanks, pressure vessels, piping, or structural steel), with an emphasis on quality documentation, records / QMS management, and project turnover. An equivalent combination of directly related experience, education, and certification will be considered.37A degree in welding, engineering, metallurgy, or a related technical field is preferred but not required. Equivalent field experience with relevant certifications (e.g., AWS CWI) will be considered in lieu of a degree.37Knowledge of the following codes, as applicable
ASME Section II, ASME Section V, ASME Section VIII, ASME Section IX, ASTM Material, API 650,
API 620, AWWA D100, AWS D1.1, ASME B31.3, ASME B16.5/B16.47, etc. (including product specific related codes
as and when needed)

Pay Range:
USD $108,396-$135,495 Annually
