JOB TITLE: Quality Manager

POSITION OVERVIEW:
The Quality Manager is responsible for owning, implementing, maintaining, and continuously developing QGS’s quality assurance program in compliance with ISO 9001, NQA-1, DOE requirements, and federal contract standards. This role ensures quality systems, procedures, audits, and controls support safe, compliant, and predictable execution of nuclear and high-hazard federal projects.
The Quality Manager will serve as a visible champion for quality across the organization, helping project teams understand, apply, and improve QGS quality requirements. This individual will bring energy, credibility, and enthusiasm to advancing QGS’s quality programs, strengthening a culture where quality is integrated into how work is planned, executed, documented, and improved.
The Quality Manager partners closely with Pre-Construction, Operations, Safety, Engineering, Compliance, and Program Management to embed quality into all phases of the Acquire–Comply–Execute lifecycle.
What You'll Do
- Lead the continuous improvement, ownership, and maintenance of the Quality Assurance Program across QGS’s federal and commercial construction projects, including nuclear.
- Maintain, develop, and evolve quality policies, procedures, inspection plans, and documentation to meet ISO 9001, NQA-1, DOE, NNSA, DoD, and other federal regulatory requirements
- Champion QGS quality programs by educating, coaching, and supporting employees, project teams, and functional leaders on quality requirements, expectations, and best practices.
- Conduct internal audits, surveillances, and assessments to ensure compliance with applicable standards and contract quality requirements
- Support Pre-construction and Operations by developing Construction Quality Plans, answering quality-related questions, assisting in proposal work, and ensuring on-site Quality Assurance and Quality Control operations are carried out in accordance with customer expectations.
- Support project teams with quality planning, corrective actions, nonconformance management, and root cause analysis.
- Interface with federal clients, regulators, and external auditors during inspections and reviews.
- Train project personnel on quality requirements, procedures, and best practices.
- Monitor quality performance metrics and drive continuous improvement initiatives.
- Promote a proactive quality culture focused on prevention, accountability, learning, and operational excellence.
- Ensure records management and document control meet NQA-1 and contract standards.
- Support supplier quality oversight, including audits, qualifications of vendors, and enforcement of federal flow down requirements.
- Perform additional quality-related duties as assigned.
What You'll Bring
Required Education and Experience
- Bachelor’s degree in Engineering, Quality, Construction Management, or related field (or equivalent experience).
- Minimum 7+ years of quality management experience in nuclear, DOE, federal construction, or high-hazard regulated environments.
- Direct experience implementing and/or managing NQA-1 compliant quality programs.
- Experience with audits, corrective actions, and regulatory compliance.
- Demonstrated ability to lead, influence, educate, and engage teams in quality program execution and continuous improvement.
Preferred Education and Experience
- Master’s degree in Engineering, Quality, or related field.
- Experience working on DOE, NNSA, DOD, or nuclear infrastructure projects.
- Experience in federal contracting environments with strong compliance frameworks.
- Familiarity with ISO 9001, DCAA environments, and federal quality systems.
