Full Job Description
Southwind Construction, LLC, a subsidiary of Quivera Enterprises, LLC, is seeking an experienced Quality Control Manager (QCM) to oversee, manage, and document all quality-related activities on assigned construction projects. The QCM is responsible for ensuring all work is performed in accordance with contract requirements, approved plans and specifications, applicable codes and standards, and project quality objectives.

This position serves as the primary quality representative for the project and is responsible for implementing and administering the Three-Phase Quality Control Program (Preparatory, Initial, and Follow-Up Phases), coordinating inspections and testing activities, managing quality documentation, and ensuring deficiencies are identified, corrected, and documented. The QCM works closely with the Project Manager, Superintendent, subcontractors, testing agencies, designers, and Government representatives to ensure successful project execution and compliance.

On designated projects, the Quality Control Manager may also serve as the Site Safety & Health Officer (SSHO) and assume responsibility for project safety oversight in accordance with EM 385-1-1 and contract requirements.

KEY RESPONSIBILITIES

Quality Control Program Management
  • Implement and manage the Three-Phase Quality Control (QC) Program, including Preparatory, Initial, and Follow-Up phases.
  • Develop, maintain, and enforce project-specific Quality Control Plans.
  • Lead preparatory meetings with project stakeholders, subcontractors, consultants, testing agencies, and Government representatives.
  • Conduct and document daily quality inspections to verify contract compliance.
  • Perform in-house punch-list inspections for each Definable Feature of Work (DFOW).
  • Identify deficiencies, non-conforming work, and punch-list items and ensure timely corrective actions are completed and documented.
  • Coordinate and witness testing and inspection activities including concrete placements, soil and material testing, weld and bolt inspections, fire suppression systems, hydronic systems, fire alarm/mass notification systems, and commissioning activities.
  • Verify QC checklists are completed prior to critical installations.
  • Confirm delivered materials match approved submittals and are stored and protected properly.
  • Ensure work is completed in accordance with approved shop drawings, submittals, specifications, and contract requirements.

Safety Responsibilities (When Dual-Hatted as SSHO)
  • Develop and maintain project-specific Accident Prevention Plans (APPs).
  • Conduct safety inspections and monitor compliance with EM 385-1-1 and OSHA requirements.
  • Inspect PPE, equipment, temporary facilities, and work areas for safety compliance.
  • Assist with accident investigations, root-cause analysis, and corrective action implementation.
  • Ensure required safety postings, emergency contact information, first aid supplies, and fire extinguishers are maintained.
  • Support and promote a culture of safety across all project activities.

Documentation & Reporting
  • Prepare and maintain Daily Quality Control Reports.
  • Review Superintendent Daily Reports and verify accuracy of documented work activities.
  • Create and maintain project-specific plans including:
    • Quality Control Plans
    • Testing Plans
    • Environmental Protection Plans
    • Waste Management Plans
  • Maintain RMS reporting and documentation, when required by contract.
  • Maintain Procore QC folders and project quality records.
  • Manage material submittal logs and coordinate reviews with Designers of Record and consultants.
  • Review shop drawings and submittals for compliance with contract requirements.
  • Document and distribute pre-punch lists, punch lists, inspection reports, testing records, and completion documentation.

Permitting & Regulatory Compliance
  • Coordinate environmental permitting activities including SWPPP and Notices of Intent (NOI).
  • Ensure subcontractors obtain and maintain required permits and approvals.
  • Maintain Certificates of Occupancy, permit records, environmental documentation, and compliance records.
  • Support regulatory inspections and project audits.
  • Document final inspections and acceptance of completed work phases.

Meetings & Coordination
  • Attend pre-construction meetings, stakeholder meetings, progress meetings, and weekly project meetings.
  • Lead quality-related discussions and provide updates regarding inspections, testing, deficiencies, and corrective actions.
  • Schedule and facilitate official preparatory meetings with Government agencies and project stakeholders.
  • Coordinate activities among Project Managers, Superintendents, Schedulers, subcontractors, consultants, testing laboratories, and Government representatives.
  • Serve as the primary point of contact for project quality matters.

Project Close-Out & Warranty Support
  • Assist with preparation and submission of Installed Property Reports and DD1354 documentation.
  • Review and submit red-lined as-built drawings and Final Record Drawings.
  • Compile and submit project close-out documentation, including:
    • O&M Manuals
    • Warranties
    • Test Reports
    • Commissioning Documentation
    • Waste Disposal Records
    • Sustainability Documentation
  • Coordinate final inspections and project acceptance activities.
  • Conduct warranty inspections and verify corrective actions for warranty issues.

Corporate & Professional Responsibilities
  • Maintain professional communication with project teams and corporate support departments including Finance, Human Resources, Contracts, and Operations.
  • Mentor and develop QC personnel and project staff.
  • Participate in professional development and continuing education opportunities.
  • Maintain required certifications and training.
  • Support continuous improvement initiatives and industry best practices.


REQUIRED QUALIFICATIONS
  • U.S. Citizenship required.
  • Ability to obtain and maintain a Government security clearance as required by contract.
  • Must possess current EM 385-1-1 certification.
  • Minimum of ten (10) years of construction industry experience.
  • Minimum of five (5) years serving as a Quality Control Manager, Quality Assurance Manager, Superintendent, Project Engineer, Project Manager, or similar role with direct responsibility for quality management.
  • Must have documented experience managing and implementing a Three-Phase Quality Control Program on construction projects of similar industry type, size, complexity, and scope.
  • Thorough knowledge of construction methods, quality control procedures, inspection requirements, testing protocols, and contract administration.
  • Ability to interpret plans, specifications, shop drawings, submittals, and technical documentation.
  • Strong leadership, communication, organizational, and problem-solving skills.
  • Ability to identify potential quality issues and proactively implement corrective actions.
  • Proficiency with Procore, RMS, Primavera P6, Microsoft Office Suite, and Adobe Acrobat.
  • Ability to perform physical site inspections and work in varying weather conditions.
  • Subject to background investigation, drug screening, and confidentiality requirements.


PREFERRED QUALIFICATIONS
  • Experience supporting federal construction projects for USACE, NAVFAC, VA, DoD, DOE, or other federal agencies.
  • Experience serving as a dual-hatted QCM/SSHO.
  • Master's degree in Engineering, Construction Management, Architecture, or related field.
  • Professional certifications such as CCM, PMP, PE, or equivalent.
  • Experience coordinating commissioning agents, testing laboratories, and third-party inspectors.
  • Experience utilizing RMS/QCS and Procore on federal construction projects.


EDUCATION REQUIREMENTS
  • Bachelor's degree in Construction Management, Construction Engineering, Engineering, Architecture, or a related discipline preferred.
  • Equivalent combination of education, military experience, and professional construction experience may be considered.
  • Minimum of ten (10) years of relevant construction quality control experience required.

PHYSICAL DEMANDS - CONSTRUCTION / FIELD ROLE

The physical demands described here are representative of those that must be met by an employee, with or without reasonable accommodation.

This position is primarily performed in active construction and field environments and may involve exposure to varying weather conditions, noise, dust, heavy equipment, and other environmental hazards. The employee must wear required personal protective equipment (PPE) and comply with all site safety requirements.

Frequent walking, standing, climbing, bending, kneeling, crouching, and work on uneven terrain are required. The employee may be required to access elevated work areas, inspect excavations, climb ladders, and perform inspections throughout active construction sites. The employee must be capable of lifting and carrying up to 50 pounds on an occasional basis.

The employee must possess sufficient visual acuity, depth perception, color vision, and hearing ability to conduct inspections, review plans and specifications, identify deficiencies, and respond appropriately to site conditions.

Travel to project locations and occasional extended work hours may be required to support project schedules and operational requirements.

WORK ENVIRONMENT

Work is performed primarily on active construction sites and may involve exposure to moving machinery, heavy equipment, elevated work areas, excavation activities, and changing environmental conditions. The QCM must maintain situational awareness and ensure compliance with quality and safety requirements while interacting with employees, subcontractors, clients, and Government representatives.
