Full Job Description
Position Summary: The Quality Control Manager (QCM) in the federal construction industry is responsible for overseeing and ensuring the quality of construction projects in compliance with all contractual standards. This position requires strong knowledge of federal construction standards, safety regulations, and industry best practices, as well as the ability to lead a team, communicate effectively with stakeholders, and ensure that all project deliverables meet or exceed established quality benchmarks. The QCM plays a critical role in the successful execution and completion of federal construction projects.

This position will report to our office location at Eglin Air Force Base, Florida

Essential Duties & Responsibilities

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties, but not all duties performed for this position. Other duties may be assigned.

  • Develop, implement, and maintain the Quality Control Plan for projects in accordance with the Army Corps Three Phases of Control.
  • Review and certify that all submittals, plans, and specifications comply with contract requirements, while coordinating required evaluations and testing by approved personnel or facilities.
  • Document quality evaluations and implement corrective actions to maintain high standards and reduce recurring deficiencies.
  • Manage and coordinate quality control activities, including inspections to verify that materials, workmanship, and project deliverables meet required specifications.
  • Establish and maintain a comprehensive quality management system, address non-conformance issues, and ensure timely implementation of corrective actions.


Minimum Qualifications:

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed are representative of the knowledge, skill, and/or ability required.

  • Proven experience as a QCM on similar federal projects
  • In-depth knowledge of quality control procedures and legal standards
  • Strong attention to detail and problem-solving skills
  • Excellent organizational and leadership abilities


Additional Qualifying Factors:

As a condition of employment, you will be required to pass a pre-employment drug screening (post accepted offer) and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.

Necessary Physical Requirements:

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

The position requires the ability to remain seated at a desk for extended periods, up to 7-8 hours per day. The employee must be able to operate a computer keyboard and mouse and view a monitor for extended periods, including performing repetitive hand and wrist motions. Close vision sufficient for reading documents and computer screens, as well as the ability to adjust focus, is required. The employee must be able to communicate clearly in person, by phone, and during virtual meetings. The position also requires the ability to move throughout the office environment, including between workstations, meeting rooms, and common areas, and to occasionally lift and carry items weighing up to 15-25 pounds, such as files, equipment, and supplies.

The position may also require occasional travel to and navigation of active project sites. This includes the ability to walk on uneven, unpaved, or unfinished terrain; climb stairs, ladders, or temporary structures; and stand for extended periods during site walkthroughs. Employees must be able to wear required personal protective equipment (PPE), including a hard hat, safety glasses, high-visibility vest, and steel-toe boots, and tolerate outdoor conditions such as heat, cold, dust, and noise for the duration of a site visit.

Working Conditions

Job is performed in a combination of office and outdoor site locations. The office setting includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse. Outdoor settings include walking, driving, and carrying supplies throughout all seasons with exposure to heat and cold conditions, and potentially wildlife. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and loud noise.
