Full Job Description
PCSI is looking for Quality Control Manager to lead quality, safety, and compliance efforts on our new Materiel Management Operations contract on Edwards Air Force Base.

The Quality Control Manager oversees the site-specific Quality Control Program, maintaining inspection readiness, supporting audits and corrective actions, and ensuring quality data reports are accurate and complete. The Quality Control Manager also manages key environmental, health, and safety programs, including site safety training, inspections, mishap investigations, fire prevention, and HAZMAT tracking. This position works closely with operations and site leadership to standardize processes and support consistent service delivery across the contract.

This role works on base on Edwards AFB and reports to the corporate Director of Quality, with a dotted line to the corporate Director of Safety & Risk Mitigation. Typical hours are a Monday-Friday day shift, with some flexibility needed.

What You'll Do as Quality Control Manager:

Quality Control

  • Manage and maintain and promote awareness of the Quality Management System (QMS) in accordance with PWS requirements, corporate quality directives and the ISO 9001 standard, including inspection systems, defect prevention methods, and records management.
  • Develop, implement and monitor PCSI's site-specific quality control program, validate operational controls are in place for all requirements and that quality control inspections and/or audits are performed in accordance with the site-specific Quality Control Plan (QCP).
  • Collaborate with and assist PCSI operations in standardizing and implementing operational controls e.g., procedures/work instructions, checklists, training plans, etc.
  • Conduct and oversee monthly 100% self-assessments and ensure findings are documented, tracked, and filed in the electronic records management system.
  • Coordinate and support internal and external inspections, audits, staff visits, and Commander's Inspection Program (CCIP) activities.
  • Manage Internal Control Toolset (MICT) checklists and ensure inspection readiness across all MMO functional areas.
  • Track, respond to, and close Corrective Action Reports (CARs) within required timelines.
  • Maintain quality records, inspection correspondence, and audit documentation to support Government review and CPARS evaluations.
  • Coordinate closely with the Contract Manager, Asset Manager, and functional leads to ensure consistent quality execution across shifts and locations.


Environmental, Health, and Safety

  • Support all goals, objectives, policies, and priorities for the EH&S programs in accordance with EM385-1-1 and DAFI 91-202.
  • Manage EH&S training programs and conduct site safety training for all PCSI employees in accordance with PCSI policies and contract requirements.
  • Prepare and conduct monthly safety committee team meetings, ensure information raised from meetings are passed down to all staff, and complete meeting-minute reports.
  • Lead Mishap investigations of accidents and incidents that involved PCSI employee injuries or property damage.
  • Review and update Job Hazard Assessments for new work and/or changes of existing work to identify associated job hazards of all PCSI employees.
  • Conduct safety and environmental inspections and audits to ensure compliance with contractual and regulatory requirements.
  • Manage the site Fire Prevention Plan, including coordination of fire prevention activities, training, inspections, and deficiencies follow-up.
  • Manage the site Spill Team, including readiness, training coordination, response procedures, and required documentation.
  • Manage and track site-required employee certifications to ensure continued compliance with PCSI, regulatory, and contract requirements.
  • Maintain and update site fire safety binder for each warehouse containing hazardous material.
  • Manage the Enterprise Environmental, Safety, and Occupational Management Information System (EESOH-MIS), storage, issue, inspection, distribution, tracking, and accountability of HAZMAT.

Required Qualifications

  • Minimum 3 years' experience mitigating environmental compliance and managing a safety program, promoting a positive culture of safety.
  • Minimum 5 years of experience in warehouse operations, inventory management, and quality systems, including compliance with contract requirements and quality standards.
  • Experience supervising employees, including coaching, skill development, and conflict resolution.
  • Experience supporting Department of Defense (DoD) or other government contracts.


Preferred Qualifications

  • Some college or an associate degree in safety preferred.
  • Military warehouse experience, preferred.
  • Experience using DoD or government inventory management systems.
  • Experience working in environments that include individuals with disabilities.


Knowledge, Skills and Abilities:

  • Requires knowledge of PC functions and software, including Microsoft Office: Word, Excel, and related applications.
  • Knowledge of root cause analysis, data analysis and preventive/corrective action.
  • Advanced written and oral communication skills.
  • Strong analytical and problem-solving skills.
  • Ability to be a self-starter and have strong time management skills.
  • Ability to work well under pressure, multi-task and handle multiple priorities.
  • Ability and willingness to exert disciplinary action as needed as well as delegate authority.


Other Requirements:

  • Ability to pass criminal, financial, drug, and driving screening.
  • Ability to work outside in inclement weather as needed and be exposed to various dirt, debris, and odors.
  • Ability to work any time or day of the week, including weekends and holidays.
  • Ability to travel by air and/or vehicle up to 15%.
  • Ability to be insured as an authorized driver for the Company.
  • Possess a valid driver's license and maintain good driving record.
